Role Purpose:

The EiE Specialist will be responsible for supporting the implementation of EiE activities in the frame of the ECHO Regional Project led by Plan International in consortium with HIAS, RET and DON BOSCOA “Providing direct assistance in WASH and education to the Venezuelan Population within Venezuela as well as enabling access to an inclusive and quality education for migrants and refugees in Peru”

This project will contribute with Plan International Regional Response Programme goal: “Children, adolescents, youth and their families affected by Venezuela’s Migration Crisis, particularly girls and young women, are protected from violence, abuse, neglect and exploitation and receive timely assistance through integrated protection, education and economic empowerment”

Under the supervision of the Venezuela Response Regional Programme Coordinator, the EiE Specialist will ensure overall efficiency and effectiveness of the program management, delivery and accomplishment of EiE project goals and objectives of the project. The EiE specialist will also assist ERM in developing quality and successful EiE funding proposals for donors as per donors’ requirement and support grants coordinators and M&E in producing the donor reports.

 

Dimensions of the Role: 

  • The Regional Education in Emergencies Specialist will be responsible to advise and provide technical support for the implementation and monitoring of EiE component of the Regional ECHO project in Venezuela and Peru.
  • S/he will need to co-ordinate with the Project Coordinator and the Regional Program Coordinator for the Venezuela Migration Crisis and other Emergency Response team members relevant to the technical sector, to ensure a rapid, proportionate and effective response, especially to define the actions plans to start the implementation of the present project.
  • Is expected to strengthen the EiE capacities of Plan’s Country office in Peru and local partners in Venezuela.
  • S/he will need to ensure response to immediate education issues with simultaneous consideration of longer term needs and possible scenarios.
  • This position will report directly to the Venezuela Response Regional Programme Coordinator
  • Number of posts with direct technical advice and supervision: 1 direct supervision to Plan International and 2 partners’ positions to RET and DON BOSCO
  • This is 14 months regional position, starting on August 2019.
  • The position will represent the consortium to ECHO and to the regional coordinating mechanisms in which it is delegated.
  • The Specialist will need to take a very active role in technical co-ordination, support and advocacy with the country specific education coordination group and other stakeholders and technical agencies relevant to the sector.

Accountabilities :

  • Ensure all education interventions have a clear focus on addressing the specific needs of young girls, adolescent girls and young women.
  • Provide support to develop EiE component in the frame of the project: “Providing direct assistance in WASH and education to the Venezuelan Population within Venezuela as well as enabling access to an inclusive and quality education for migrants and refugees in Peru”
  • Promote close cooperation and communication of relevant Plan International- HIAS – RET – DON BOSCO staff at the regional and country level to ensure technical coordination and coherence of EiE component of the ECHO project.
  • Conduct assessments as required, in line with Plan International’s standard tools.
  • Provide support in designing EiE proposals (including logframes and programmatic budgets and staffing plans) based on the outcomes of assessments and the context
  • Actively represent Plan International at Education Cluster and Working Group meetings, inputting in to the 3Ws on a regular basis.
  • Contribute with the elaboration of project status reports for internal monitoring purposes in a timely manner.
  • Represent Plan to governmental and non-governmental stakeholders as agreed with the Regional Program Coordinator
  • Train EiE staff in key aspects of EiE programmes and relevant aspects of INEE
  • Conduct onsite visits, periodical reporting, on-going documentation and dissemination of experiences about Plan International EiE interventions
  • Contribute in documenting Plan’s experience, lessons learnt and case studies
  • Conduct regular meetings with EiE Team for follow up of activities and programme planning together with CP and Youth teams for effective coordination and integration
  • Ensure a Child Centred Community Development Approach ensuring gender equity and social inclusion in all aspects of basic education and learning programmes
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Essential Knowledge and Experience :

  • General knowledge and understanding of Core Humanitarian Standards, SPHERE, Red Cross/NGO Code of Conduct, INEE standards.
  • Previous work experience in emergency response context
  • Knowledge and experience in the implementation and project administration in humanitarian action.
  • Proven experience in similar kind of projects related with EiE
  • Proven experience in conducting Education needs assessments
  • Proven experience in the design, proposal writing, implementation and evaluation of EiE programs
  • Experience of and demonstrated ability to effectively network with a diverse range of organizations and relevant government departments at the district level
  • Experience working independently and as a team player who demonstrates leadership and is able to guide local and international staff and able to work with disaster affected communities in a sensitive and participatory manner.
  • Previous work experience in the South America Region
  • Knowledge and experience working with international NGOs as humanitarian actors
  • The holder of the position will be working in a typical office environment and entails 50% travel within the Venezuela and Peru.

Essential Skills and Behaviours :

  • Ability to conceptualize, develop, plan and manage activities within the framework of agency and government programmes.
  • Well-developed written and oral communication skills.
  • Excellent skills in donor proposal / report writing
  • Requires general finance, administration, information management and telecommunication skills and proficiency in IT/computer skills (including sound MS excel and word proficiency)
  • Problem analysis, judgement, handling ambiguity and decision making based on fact and figures
  • Ability to operate effectively under a stressful working environment.
  • Proven skills in the development and management of effective and motivated teams, including remote management
  • Effective working with and through partners
  • Ability to work in an international and multicultural environment.
  • Excellent communication and teamwork capabilities
  • Excellent negotiation and representation skills
  • Fluency in Spanish and English language are required.
