Plan International recruits a Child Protection Specialist – Addis Ababa,Ethiopia

Plan International Ethiopia is looking for Child Protection Specialist for Country Office who will be reporting to the CEFM and ASRHR (My Choice for My Life) Project Lead .

 

Dimensions of the Role :

  • The post holder will report to My Choice for My Life Project Lead,
  • S/He will be responsible for the project Child Protection areas,
  • Provide budget oversight and grant management support for the project in collaboration with the grant and compliance coordinator as well as the project lead,
  • The post holder will lead and manage the PA level Child Protection activities,
  • Give technical support to the PA project coordinators regarding Child Protection components,
  • The post holder is responsible to manage program design, implementation and monitoring and evaluation of the Child Protection components of the project,
  • S/he ensures smooth teamwork within and across projects while enhancing integration among other Program areas, and
  • Ensure child protection strategies and protocols are in place at all schools for use by formal and informal CP actors.

 

Accountabilities :

Project design, planning, implementation and reporting :

  • Lead the technical design of project interventions and development of technical guidance and tools for regions / program area and implementing partner staff,
  • Provide strategic and technical guidance to the Project in collaboration with project teams and experts,
  • Build local capacity of selected entities in the design, implementation and evaluation of CP activities,
  • Ensure quality program delivery at all levels of the project cycle management in line with the child centred community development approach.
  • Ensure that all CP interventions of the project are technically sound and are aligned to the CSP and Plan Principles,
  • Ensure all CP activities are aligned with other project activities and contribute to the overall goal of the project,
  • Work closely with Finance, Grants and Compliance and Program staff to ensure good performance in all aspects related to ensure program and financial compliance to organizational and donor requirements,
  • Handles the Project Outline (PO) being a focal person for following the financial matters,
  • Develop and oversee comprehensive, child centred strategies in collaboration with partners and Plan Staff,
  • Give the necessary technical support to ongoing project interventions in the area of Child Protection to PAs and partners,
  • Support the Country team in formulating country and need specific guidelines, policies, strategies, and tools on CP activities,
  • Plans, coordinates  supervises mechanisms of developing and maintaining programme archive making a research library of documents, CDs, videos  internet access for users with in the child protection program
  • Prepare annual and quarterly implementation plans of CP activities and submit for project lead support and follow up,
  • Ensure optimum community involvement in the conceptualization, development, management, monitoring and evaluation of the CP concepts of the project,
  • Comply with GAC requirements, quality implementation, and fund & grant management guideline

Monitoring and evaluation :

  • Insure that the country specific project related data base is utilized appropriately by PAs and partners and provide technical support as appropriate for using the data base with regards to CP performance,
  • Develop and use monitoring tools of the project while going for joint supportive supervision visits,
  • Periodically monitor and evaluate Child Protection activities implementation by partners,
  • Conduct project implementation monitor processes in a coordinated manner, coordinate evaluations, share learning’s and document best practices; ensure project learning and achievements are documented and disseminated widely,
  • Prepare and submit narrative and financial reports quarterly according to Plan International and donor requirements,
  • In collaboration with PIE and partner key staffs prepare and document case studies and lessons learnt on promising practices and project achievements in CP areas,
  • Ensure all project documentation is filed and organised, and
  • Identify, document and disseminate best practices from within and outside Plan to staff and other development partners.

Program integration and mainstreaming :

  • Mainstream inclusion and gender in relevant program designs and implementation as appropriate,
  • Ensure that Plan’s Child Protection Policy is adhered to within the project and any child protection concerns are appropriately reported,
  • Mainstream child centred community development approach in the project cycle to achieve appropriate participation of stakeholders and help them play a leading rolls in CP system, and
  • Foster collaboration and support at program area level to develop plans for integrating project with other thematic areas.

Partner development and strengthening :

  • Operationalization of the Child Protection, advocacy and networking, developing and strengthening partnerships, resource mobilisation and team management,
  • She/he will work to ensure smooth working environment between the country office team and the field respective staff,
  • The post holder Ensures that Plan’s child protection programming approaches, planned activities, and achievements are well articulated, documented and disseminated both internally and externally,
  • Provide technical assistance and build the capacities of local partners in project activity management,
  • Provide high level guidance to field staff on smooth partnership management for enhanced project implementation,
  • Ensure that appropriate assessments are done on time and communicated to relevant staff,
  • Ensure adequate stakeholder consultation and participation at all stages of the CP activity implementation within the project, and
  • Manage and monitor partnerships with implementing organisations, including their efficient utilization and timely accountability of funds allocated as appropriate.

Networking and representation :

  • Establish partnerships and networks with NGOs, Government bodies, forums and CBOs for cross learning, identification of lessons learned, best practices, resources mobilization and scaling-up to enhance child protection initiatives, and
  • Network effectively with others to draw information and knowledge for the development of CP activities for the project inputs and strategy development.

Child Protection :

  • Demonstrate commitment to Plan’s child protection policy through implementing the policy in its entirety, and report any actual or potential risk situations following the reporting procedures, being aware of abuse and risks to children, being vigilant, becoming familiar with the Child Protection Policy.
  • Raise children’s rights/protection awareness and important of gender equality and respect to diversity within Plan and amongst partners and community members.

Technical expertise, skills and knowledge:

Educational Qualification and Experience

  • A minimum of a Bachelor’s Degree in Law, sociology, psychology, Health or related fields with minimum 5 years of progressive experience,
  • Master’s degree will be preferable,
  • Demonstrated experience in the management of key programmatic areas such as child protection and HTP.
  • A commitment to, and understanding of, participatory approaches to development.

Knowledge :

  • Extensive knowledge on child protection and safeguarding including knowledge of policies and guidelines by the Ethiopian government,
  • Understand organisational principles, systems and have the ability to provide technical support to staff working at community level,
  • Have an experience on information management system based financial systems,
  • Understanding of integrated development issues, participatory approaches to development, child-rights programming, participatory Monitoring, Evaluation and Research systems and processes preferred, and
  • Working experience with GAC funded projects will be an advantage.

Skills Specific to the Post :

  • Conceptual and strategic thinking skills.
  • Interpersonal skills, including the ability to build relationships with colleagues
  • Have good writing and oral communication skills, including presentation.
  • Understands budgetary processes including planning, monitoring and reporting.
  • Ability to provide team leadership and communicate effectively.
  • Ability to analyze information, evaluate options and to think and plan strategically
  • Proficient in computer skills and use of relevant software and other applications
