Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS4) for five years covering fiscal year 2018 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. Plan will address five key child and youth rights issues, contributing to the implementation of the SDGs, four of which particularly affect girls and young women. The issues will be addressed through Programme Objectives anchored on the global outcome areas: Learn, Lead, Decide and Thrive. Interventions have been planned to achieve the Programme Objectives that are integrated across sectors, incorporate the three dimensions of the global Theory of Change (TOC), address climate change and disaster risks and involve a wide range of stakeholders at all levels.

This goal will be achieved by designing and implementing quality programs and projects in major four core areas on Learn, Lead, Decide and Thrive which covering critical issues in Indonesia such as Adolescent Sexual Reproductive Health (ASRH), Child Marriage, Youth Economic Empowerment, Youth Engagement on SDG#5 and Child Friendly Village, Parenting and Water, Sanitation and Hygiene including Disaster Risk Management and Climate Change Adaptation.

In view of the above, the Projects Manager will be responsible to lead the program support functions in developing and implementing coherent, integrated and quality projects which includes designing, implementation, monitoring and evaluations of country projects under LEAD program.

This position will be responsible to support and assist the implementation of Youth Voices for Girls’ Rights and Gender Equality Project which is funded by European Union (EU). The overall objective of the project is to enable CSOs, youth, and government to work in a strong partnership in the implementation and monitoring of Sustainable Development Goals (SDGs) National Action Plan (Rencana Aksi Nasional/ RAN-SDGs),particularly for SDG 5 and SDG 16.

S/He will work closely with Youth Voices for Girls’ Rights Project Manager, Children and Youth Participation National Project Manager, Children and Youth Participation Advisor as well as with Gender and Inclusion Advisor at country level to ensure all the guideline and principles related to those issues are incorporate into the project implementation and being monitor.

 

Dimensions of the Role :

The position holder directly will be supervised by Youth Voices for Girls’ Right Project Manager. She/ he will assist ad support the program implementation. She/he will responsible for the technical assistance and support related to the project implementation needs.

The Project Coordinator will have strong coordination with Youth Voices for Girls’ Rights and Gender Equality Project Manager to supervise day to day management of project. The position will ensure effective communication and coordination between partner, communities, schools and YPII. The position will strengthen the capacity and expertise of the partner in the areas of project implementation, monitoring, and evaluation. Support finance and administration officer in fulfilling the donor requirements and other related procedures. Staff who report to the Project Coordinator.

 

Accountabilities :

Key Result Area (KRA) 1:  Responsible to support and assist the Youth Voices for Girls’ Rights Project Manager in developing the implementation plan of the project with detail activities, operational processes, and budget for field level implementation.

Indicator for success :

  • Provide critical technical input into the program strategy, design and detailed implementation plan of the project ;
  • Liaise Project Manager to manage project activities managed by YPII (and budget) in Project  Area (West Nusa Tenggara and East Nusa Tenggara) ;
  • Maintain communication and coordination with Youth Voices for Girls’ Rights and Gender Equality Project Manager, FSM in PIA, partner’s project coordinator and district/provincial government on project related issues
  • Overall supervision of all activitities including activities of the local partner in each respective Project Area
  • Regularly coordinating with Partner Project Coordinator on project implementation ;
  • Support Project Finance & Admin Officer to ensure all assigned functions related to compliance policies, practices and procedures ;
  • Support Project Manager to monitor project the quality of implementation performance in the field in terms of Planning versus Spending ;
  • Ensure all project activities implementation is implemented according to Yayasan Plan International Indonesia Procedures, principles, and standards ;
  • Collaboratively working with Partner Project Coordinator on related work (when required) ;
  • Performs miscellaneous job-related duties as assigned to project in each respective PIA.

 

KRA 2: Planning, Budgeting & Payment Processing :

Indicators for success :

  • Together whith Project Manager and partner Project Coordinator manage the Term of Reference of each project activity of each respective Project Area  ;
  • Support Project Manager and Project Finance & Admin Officer in preparation of the project budgets, i.e. budget adjustment and mapping ;
  • Together with partner Project Coordinator forecasting the cash flow positions of project monthly activities schedule in the respective Project Area ;
  • Support Project Manager to provide and monitor all project planning and implementation progress
  • Performs miscellaneous job-related duties as assigned to project in each respective Project Area ;
  • Support Project Finance & Admin Officer to ensure all related project activities financial documentation for payment/liquidation in each respective Project Area ;
  • Support Project Finance & Admin Officer to provide Travel Request Form (TRF) and request for their own air ticket direct to the respective vendor.

KRA 3: Supporting to develop quality donor reporting document for project (Monitoring and Reporting)

Indicators for success :

  • Prepare and write monthly and quarterly report, supported by the partner Project Coordinator, to Project Manager according to the agreed deadline ;
  • Support Project Manager to involve in all project contract agreements/amandements – partnership and or consultant ;
  • Project reports to donor (EU) meets quality standards in terms of language and fed with appropriate field information ;
  • Project reports meets donor (EU) deadlines and compliances.KRA 4: Administration
    Indicator for success :
  • Assist partner to develop and review project activities document both program and financial document ;
  • Support the project Finance & Admin Officer ensuring the financial report is recorded and documented according to the implementation and expenditure ;
  • Support the Project Finance & Admin Officer to oversee and to administer the day-today activities of the project; follow the policies, procedures, and systems of Yayasan Plan International Indonesia which ensure productive and efficient office operation ;
  • Organize and facilitates project meeting, conferences and other special event; coordinate and attends meeting, and participates in discussion as appropriate in Project Area (When required) ;
  • Support the project Finance & Admin Officer in documenting.

 

Dealing with Problems :

  • The job holder needs to solve problems on operational constrains of the assigned projects by analysing and exploring both internal and external environments (i.e. Plan, donor, govt. official level) ;
  •  The job holder needs to set/establishes protocols/ process for smooth implementation of the activities and influences other persons at CMT as well as project teams on the same ;
  • Take proactive stances in identifying and resolving conflicts among project teams and implementing partners; negotiate, motivate and supports drawing win-win outcomes.

 

Technical expertise, skills and knowledge :

Education :

  • Bachelor in Social Sciences, Sociology, Development Studies, International Relations, Law or other relevant field with minimum 2 years’ experience in any development works with demonstrated in project managerial skill.

Experience :

  • 2 (Two) years project officer experience preferably in child and youth participation ;
  • Experience working with donor i.e. European Union, World Bank, USAID and UN agency ;
  • Experiences working/ volunteering with NGO and relevant networks on Children Rights, Youth Participation, and Gender Equality ;
  • Experience in writing report and analysis ;
  • Experience in capacity building for local CSOs and youth organization ;
  • Experience in representational roles ;
  • Experience in promoting and developing learning in the  area of expertise ;
  • Skill in a diversity of partnerships, NGOs, research and government ;
  • Demonstrated experience working with governments closely and effectively ;
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with farmers and professionals ;
  • Financial and budgeting skills ;
  • Ability to deploy at short notice ;
  • Excellent communication skills (verbal and written); strong negotiation and facilitation skills ;
  • Ability to work in insecure and difficult environments ;
  • Understand well on program cycle: planning, implementing, monitoring and evaluating development projects ;
  • Commitment to child rights and CCCD implementation.

Knowledge and Skill:

  • Good knowledge and skills on Children Rights and Youth Participation ;
  • Good knowledge and skills on facilitation of youth communities/ groups ;
  • Good understanding and analytical skills on SDG’s issues particularly under goals #5 and #16 ;
  • Good understanding about CSO strengthening concept and practices ;
  • Good facilitation and communication skills ;
  • Good networking with government organization, non-government organizations, and others relevant  institution ;
  • Good interpersonal skill and team work ;
  • Understand about human rights and child rights ;
  • Good adaptation and familiar and sensitive to local culture and customs ;
  • Good computer skill and writing skills in English ;
  • Willing to travel extensively (75%).
