Purpose :

Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits  by increasing its income, working in partnership with others and operating effectively. Plan is committed to responding to children affected by emergencies in the countries of our operation.

Given the current humanitarian crisis in the Far-North Region of Cameroon Plan is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Protection (Child Protection and SGBV), Education, Food Assistance and Nutrition, Livelihood, WASH and NFIs in coordination with all other humanitarian institutions.

With a new funding form Irish Aid, Plan International from 2019 to 2021 will implement in the Minawao refugees camp and host Communities of Gawar, Gadala, Zamay and Koza, a project in the domain of education and livelihood. Under this project, this position is responsible for the implementation of education and livelihood activities on the field. S/he will ensure quality of the project activities planning and implementation in these domains

Dimensions of role :

This position is responsible for education and livelihood activities effective implementation in the field in accordance with emergency Plan’s response in the Far North Region of Cameroon. The Education and Livelihood Field animators will provide effective capacities and technical implementation, monitoring and evaluation of education and livelihood related activities under the Irish Aid project at the field levels. S/he will work closely with Education in Emergency officer, Livelihood and vocational training officer, Project Coordinator, project team and other Emergency Response Team members, all education and livelihood activities implementation in the refugee camp and in host communities. The Education and Livelihood Field Animator will work directly with animators, trainers of vocational training and the various community workers in the camp to ensure implementation of education and Livelihood activities as planned. S/He will participate in the technical co-ordination of the Irish Aid Project, support and advocacy with Education, livelihood and environment protection group, the local public services, the local communities leaders and other stakeholders and technical agencies relevant to the sector to ensure effectiveness, organize animation on communities resilience, education and livelihood in the target area, identification of proportioned and quality response of Plan, evaluation, documentation and follow-up of livelihood and education activities.

The Education and Livelihood Field Animator will be based at Maroua Programme Unit specifically at Mokolo Council.

Typical Responsibilities – Key End Results of Position :

Responsibilities and tasks :

Assessment :

  • Provide leadership and expertise in the baseline and assessment of status of education and livelihood activities under the Irish Aid project ;
  • Support to conduct market assessment and socio- economic profile at community level ;
  • Contribute in the assessment of existing vocational training centres in the target communities and select trainers ;
  • Follow up Education activities in the target areas ;
  • Support recruitment of animators for ECCD classes ;
  • Ensure community mobilisation and sensitization on education issues ;
  • In collaboration with Education in Emergency officer and Livelihood & vocational training officer, support to conduct issue specific or general needs assessments as necessary, and contribute to assessments in other sectors.

Program Design :

  • Contribute in all process of data collection on the field on the sector of education, livelihood and others sector of Plan intervention in the Far North ;
  • Contribute in all process of data collection on the field  in realisation of the baseline and assessment of status of Irish Aid project ;
  • Participate in the data collect with Plan management for the writing of concept papers, proposals and budgets for education, environment protection and livelihood and others sector of Plan intervention in the Far North ;
  • Contribute to ensure that issues of environment protection, communities’ self-resilience, livelihood, child protection, education, DRR, conflict sensitivity and Plan’s guidelines and international Child protection standards are considered in the data collect for the program design and in the Community animation.

Response management and implementation :

  • Work closely with the relevant implementation manager(s) to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental ;
  • In collaboration with the direct supervisors, ensure that all the aims and objectives of the overall livelihood program are achieved in time ;
  • Support the conduct of a study on the market in and around the camp ;
  • Ensure that issues of protection, education, gender, livelihoods, DRR, operation and maintenance are factored into the program implementation ;
  • Ensure Plan’s guidelines and Sphere standards both qualitative and quantitative are considered ;
  • Support the creation and training of groups as basis for IGA following the market survey ;
  • Support and facilitate the various activities of capacity building of refuges and host communities (training on basic life skill and social life, literacy and numeracy, recycling/training of vocational training beneficiaries ;
  • Support IGA for common initiative groups ;
  • Follow up activities of installed beneficiaries, IGA and vocational trainees on the basis on various action plan ;
  • Ensure that the indicators of the project are implemented and delivered accordingly ;
  • Work in close collaboration with the government entities in charge of livelihood and education ;
  • Facilitate the achievement of peaceful activities on the field ;
  • Ensure children and youth, gender, and disability issues are fully considered throughout the project cycle with women & children being enabled to influence decision- making around livelihood, education and related issues ;
  • Ensure early and rigorous implementation of quality and accountability mechanisms ;
  • Comply with Plan’s Child Protection Policy at all times to safeguard and protect the child at all times without any reports or incidents of child abuse ;
  • Comply with Plan’s Fraud Policy at all times to safeguard and protect Plan’s assets and reputation of honesty ;
  • Perform any other duties to be assigned to support the attainment of organizational goals.

Monitoring,  evaluation, accountability and learning :

  • Make field visits in the refugee camp and in host communities basis of weekly plan to ensure and monitor implementation of activities, identify and report to education in Emergency officer and Livelihood and vocational training officer opportunities and constraints and any adjustments needed ;
  • Tap lessons learned from the project to improve subsequent projects ;
  • Collect data and reports from the Community volunteer and submitted weekly to Education in Emergency officer and Livelihood & vocational training officer the reports of activities ;
  • Contribute to ensure that M&E systems should reflect data on the impact of the interventions ;
  • Ensure child protection policy of Plan International Cameroon is respected and all concerns reported ;
  • Organize Community learning meeting on self-resilience with beneficiaries and Community leaders.

Information and co-ordination :

  • Provide regular updates to Education in Emergency officer, Livelihood and vocational training officer, project coordinator, Education in Emergency Specialist and emergency team on progress, priorities and constraints – verbally and in writing on an agreed frequency ;
  • Engage and follow up with relevant implementation manager ;
  • Support the implementation of, and represent Plan in Education working group, education committee and livelihood coordination mechanisms and including any relevant working groups/committee ;
  • Contribute in the briefing updates and reports drafting on sectoral activities/strategies to donors and other stakeholders ;
  • Submit on weekly basis the situation report.

Human resources and administration :

  • Participate in the training and briefing of Plan staff and stakeholders on livelihood and education ;
  • Supervise and ensure strong coordination of animators.

  • Education in Emergnecy specialist, Livelihood specialist, ERM, and emergency response team.

Knowledge, skills and behaviours required to achieve role’s objectives :

Knowledge :

  • Be a holder of GCE Advanced Level or BAC or equivalent ;
  • Be able to speak one of the local languages mostly the Fulfulde, Haoussa, Kanuri language ;
  • At least 1 year practical working experience in emergency or with a developing organization ;
  • Practical and relevant experience of operating in emergency ;
  • Good knowledge and understanding of humanitarian principles and established international child protection standards is an asset ;
  • Demonstrable technical expertise in education and livelihood activities implementation ;
  • Excellent written and verbal communication skills ;
  • Experience in the Far North of Cameroon is an asset.

  • Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills ;
  • 1 year humanitarian aid experience ;
  • French and English language skills desirable.

 

Technical Competencies required for this position are :

01 year experience in the livelihood and education sectors applied in emergency response operations.

 

Physical environment and demands :

  • May be “typical office environment”;
  • Note if heavy lifting, climbing, excess travel, etc ;
  • Work intensively in the field : The Education and Livelihood Field Animator will spend at least 80% of his time on the field in the context of the implementation and monitoring of activities ;
  • Periods of intense work at all times of day ;
  • Working in multiple locations and on the move.
