Background

The Resident Coordinator in Chad seeks to recruit two Coordination Officers. Under the guidance and direct supervision of the Resident Coordinator, these officers will facilitate the work of the UN Country Team (UNCT) and the Resident Coordinator. They will work flexibly as the core of the Coordination Support Team in Chad, and be responsible to give high-quality, focused, and strategic inputs to crisis response, recovery and development action plans, UNCT support to national programs, UN joint programming, the Sustainable Development Agenda, and the functioning of internal coordination mechanisms. The Coordination Officers will work in close collaboration with UNCT members, programme and operations colleagues of the Agencies, UNDOCO staff, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society partners. They will supervise and coach other staff as assigned.

Chad is among the lowest ranked countries in terms of human development and the Humanitarian Country Team also programs an emergency Humanitarian Response Plan (HRP) with an annual budget of $550 million. Poverty is 46.7% and inequalities are widespread and deep in spite of the implementation of development programmes. Oil-dependent between 2003 and 2014, the Government of Chad is challenged to harness the opportunities and undertake structural transformation of the economy.

The UNCT and Government of Chad signed a UN Development Assistance Framework (UNDAF) for 2017-2021, aligned with the National Development Plan and the HRP. The UNDAF also links with regional United Nations strategies and the Sustainable Development Goals (SDGs). The pillars of the UNDAF are: development of human capital; strengthening protection of and services to the most vulnerable people in Chad; promoting good governance, peace, and security.

The UNCT in Chad is a Delivering as One team and it takes, together with partners, and integrated approach to humanitarian, development, and peacebuilding action (aligned with the New Way of Working from the Humanitarian World Summit in 2016 and the current reform agenda of the UN Secretary-General).

Duties and Responsibilities

Ensures effective support to UNCT in preparation and implementation of country programming processes and products, including CCA and UNDAFand UN programmes coordination focusing on achievement of the following results:

  • Preparation and documentation of UNCT meetings, including keeping relevant actors abreast of the discussions and issues raised.
  • Provision of substantive support to the RC and UNCT in implementing and managing the ‘UN Delivering as One’ agenda aimed at enhancing system–wide coherence and efficiency. Sensitize and inform the UN Country Team on UN Reform priorities, and guide them in designing implementation strategies related with ‘Delivering as One’ Approach.
  • Thorough analysis and research of the political, social and economic situation in the country including managing the support of the UNCT for establishing Dev-Info or similar tools in coordination with relevant national counterparts.
  • Monitoring of and assistance to the activities of Thematic Groups, UNDAF Results Groups, and other coordination mechanisms subsidiary to the UNCT/SMT. Mobilizing full participation of UN Agencies, Government, civil society, and other partners in in UNDAF processes.
  • Establishment of effective mechanisms for monitoring UNDAF implementation based on the UNDAF Results Matrix and the UNDAF Monitoring and Evaluation Plan in consultation with UN Agencies, Government, civil society, multilateral and bilateral institutions. Monitoring of the activities of the UN Theme Groups.
  • Identification of strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN System reform and SDGs. Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, common services and other UN functions.
  • Development of strategies, policies and programmes in close consultation with UN Agencies aimed at reaching the SDGs and establishment of the system for monitoring the progress towards the SDGs and Global Conferences.

Ensures preparation and implementation of the RC Work Planfocusing on the achievement of the following results:

  • Management and preparation of the RC Work Plan, reports and proposals for funding preparation.
  • Ensure communication flow of relevant information to Heads of Agency, and act as an ‘information bridge’ between RC, DOCO and UNDG and the resident and non- resident agencies.
  • Ensure the management of external requests for information and important correspondence.
  • Coordination of substantive preparations and support provided for UNCT retreat to review the annual workplan and other UNCT meetings.
  • In collaboration with UNDP Operations, preparation and monitoring of the Resident Coordinator Office budget and other funds dedicated to UNCT activities. Report to the RC and UNCT on the use of these funds, propose budget revisions, and approve expenditures reports as authorized by the RC.
  • Support high level missions to Chad and the organization of RC missions to HQs, regional offices, and meetings.

Ensures effective UN advocacy on principles and activitiesin close consultation with DPI and the information / communication focal points of the UN system focusing on the achievement of the following results:

  • Development and maintenance of information systems and active involvement in the UN Communications Group.
  • Ensure effective UN advocacy in close collaboration with the integrated UN communication group to ensure that RC initiatives and activities are duly covered by national media.
  • Implementation of the outreach strategy for partners of the UN system.
  • Management of media and communication activities of the RC.
  • Preparation of speakers notes, talking points, speeches for major advocacy events for the Resident Coordinator, in close consultation with the UNCT and partners.

4. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy for UNDAF implementation focusing on achievement of the following results:

  • Development of partnerships with IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society.
  • Analysis and research of information on donors, preparation of substantive briefs on donor strategies and national development strategies, provision of advice to UN RC on ensuring synchronicity, alignment and complementarity between these strategies and UN activities.
  • Coordination of the substantive preparations of the UNCT for roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners.

5. Ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals.
  • Identification of national policies and institutions that require strengthening to ensure effective UNDAF implementation and provision of advice in close consultation with UNCT.
  • Establishment of electronic and other systems for agencies without field representation to access national institutions and processes and for national partners to access the expertise of agencies without field representation.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings to UN staff on coordination issues.

6. Supports the UN RC in his/her capacity as Designated Official (DO) in close cooperation with the Field Security Officer and UNDSS, focusing on achievement of the following results:

  • Full compliance with requirements on security. Participation in the work of the UN Security Management Team.

Required Skills and Experience

Education:

  • Master’s Degree in the social sciences, international relations, humanities, journalism, or a related field.

Experience:

  • 5 years of relevant experience at the international or national level in coordination, management advisory services, team-building, communications, and/or program design and management.
  • Advanced knowledge about the UN system.
  • Experience in handling social media and web-based information management systems.

Language Requirements

  • Excellent analytical writing skills in French and English. Good ability to facilitate communication in teams.
