GREATER ACCRA SUSTAINABLE SANITATION AND LIVELIHOODS IMPROVEMENT PROJECT (GASSLIP)

CONSULTANCY SERVICE FOR ENGINEERING DESIGN REVIEW AND SUPERVISION SERVICES (SCHOOL WASH FACILITIES) – GASSLIP/S/006

 

 

The Government of the Republic of Ghana has received financing from the African Development Bank in the amount UA 40.9 million (US$ 55.6m) towards the cost of the Greater Accra Sustainable Sanitation and Livelihoods Improvement Project (GAS -SLIP), and it intends to apply part of the agreed amount for this loan to payments under the contract for the

Consultancy Service for Engineering Design Review and Supervision Services (School Wash Facilities) :

The Project aims to increase access to safe and sustainable sanitation to the residents of the Greater Accra Metropolitan Area (GAMA), targeting the urban and peril-urban poor residents. The Project will provide domestic and municipal level sanitation infrastructure, support skills development and livelihood improvements, and enhance the capacity of sanitation service providers and the participating local government authorities to better deliver and manage climate resilient sanitation services within GAMA.

The overall objective of the Project is to improve the socio-economic well-being and health standards of the urban poor within the Greater Accra Metropolitan Area. The specific objectives are (a) to increase access to improved and sustainable climate resilient sanitation and hygiene with improved livelihoods for the urban poor, and (b) to strengthen public and private sector capacity to better deliver and manage sanitation infrastructure and services.

Scope of work :

Field Assessment of Existing Facilities : 

  • Conduct a technical and environmental assessment of existing WASH facilities in each of the selected school ;
  • Compile field data and analyse to provide adequate information for better appreciation of the technical, social and environmental requirements to be addressed in each selected school.

Design Review and Cost Estimation of Innovative Options :

  • Design review of improved and sustainable climate resilient toilet and hygiene facilities in schools/institutions ;
  • Review and provide cost estimates of toilet facilities base on existing standard designs obtained from the GES Guidelines for WASH in schools ;
  • Develop innovative, appropriate, gender sensitive and sustainable operation and maintenance, and reuse including recycling of treated effluent to flush the toilets and for gardening.

Construction of Gender Friendly WASH facilities :

  • Provide quality assurance and construction supervision of WASH facilities in schools with separate rooms/cubicles for boys, girls and school teachers
  • Provide quality assurance and construction supervision of changing rooms for the menstruating girl child, access ramps for the disabled, adequate water supply and handwashing facilities.
  • Provide quality assurance and construction supervision of improved and innovative solid and liquid waste management in the selected schools.

Preparation and Implementation of Facilities Management Plans (FMPs) :

  • Prepare FMPs in collaboration with the school authorities in a participatory manner to guide sustainable operation and maintenance of the facilities.
  • Ensure the FMPs contain management responsibilities, budgeting and likely sources of funding, operation and maintenance requirements, including M&E, among others.
  • Facilitate the endorsement of FMPs by the school authorities and form the basis of an MOU with the MA.

Preparation and Implementation of Hygiene Education Plans (HEPs) :

  • Prepare HEPs based on the results of the baseline and KAP studies for improved hygiene behavioural change ;
  • Suggest that each school incorporates hygiene education and behavioural change as part of school curricula.

Preparation of Environmental and Social Safeguards Instruments to cover the proposed works in line with LI 1652 and African Development Bank Operational Safeguards Policies.

 

Expertise Required :

The expertise required for this assignment for Phase of of the assignment will include but not limited to a Project Manager with at least 10 years relevant post qualification experience, at least five years specific experience in Water and Sanitation, Architectural/ Structural Engineer with at least 7 years expereince, Quantity Surveyor with at least 7 years relevant expereince, Environmental/Hygiene Specialist with at least 7 year relevant experience,

The expertise required for the assingment will include :

  • Project Manager/Sanitary Engineer a minimum of first university degree in Environmental/Water and Sanitation Engineering or other relevant discipline with at least 10 years relevant post qualification experience ;
  • Architectural/ Structural Engineer, a minimum of first university degree in Architecture, Building Technology, Structural Engineering or other relevant discipline with at least 7 years relevant post qualification experience with water and sanitation projects ;
  • Construction Site Engineer with a minimum of 7 years relevant experience ;
  • Quantity Surveyor a minimum of first university degree in Quantity Surveying or Building Technology with at least 7 years relevant post qualification experience ;
  • Hygiene Specialist a minimum of first university degree in Sociology, Public Health, Environmental Health or other relevant discipline with at least 7 years relevant post qualification experience in a similar Water and Sanitation Project ;
  • Environmental and Social Safeguards Expert must have a Bachelor of Science Degree in a relevant field of study, an MSc/MPhil in Environmental Science/Engineering, Development Studies, Planning or a related discipline. He/She must have a minimum seven (7) years post qualification experience in carrying out ESIAs.

The Ministry of Sanitation and Water Resources now invites eligible consultimg firms (Consultants) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated May 2008 and revised in June 2012, which is available on the Bank’s website at http://www.afdb.org
