The Government of Rwanda represented by the Ministry of Infrastructure through Rwanda Transport Development Agency (RTDA) has received funds from the African Development Bank, acting for the EU-Africa Infrastructure Trust Fund (EU-AITF), towards the cost of “Technical Assistance ”, as a component of the Multinational: Uganda/Rwanda: Busega – Mpigi and Kagitumba-Kayonza – Rusumo Roads Project. RTDA intends to apply part of the agreed amount for this grant to payments under the contract for the consulting services for development of Phase I of ‘’the Road Asset Management System’’.
The services included under this project are to review, update and implement the existing Road Asset Management System (RAMS) Master Plan and Architectural System Design (ASD) and specifically, Phase 1 of the system that entails developing the RAMS Core system, Road Location and Road Reserve Management System (RLRMS) and related sub-systems, Road Location Referencing, Traffic Management System (TMS), Pavement Management System as well as the Unsealed Road Management, System data collection and population and building capacity of staff in house and that of Rwandese consultants not only for data collection but also for the running of the RAMS sub-systems identified as Phase 1.
The duration of development of Phase I of the Road Asset Management System is of thirty six (36) months including the required approval periods plus three years maintenance support. However, consultants may propose a shorter implementation period.
The RTDA now invites eligible consultants to express interest in providing these services. Interested Firms must provide information indicating that they are qualified to perform these services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skill-sets among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 Edition, Revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
