- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Senior Mobile Solutions Architect;
- The objective of the consultancy is to perform the necessary leadership, providing expertise in the development of mobile solutions and all related design decisions and artifacts. The consultant will have to define the principles to guide solution decisions for the enterprise mobility and cloud applications. He/she, will also design and lead the execution of the AfDB Mobile First Program to achieve tangible results and help the Bank accomplish its Digital transformation objectives ;
The assignment or mission will require strong and sound expertise in all phases of the mobile software development life cycle with extensive knowledge of Mobile Platforms such as IOS, Android and Windows/ Open Source development environment. Understand business drivers and business capabilities (future and current state), and determine corresponding enterprise system designs and change requirements to drive the organization’s targeted business outcomes are key success factors. The mission will involve the following activities :
- Understand, advocate, and augment the principles and usage of Enterprise Mobility Suite (EMM) with and related technologies;
- Develop a roadmap of the evolution of the enterprise mobility application portfolio from current to future state;
- Facilitate the evaluation and selection of Mobile Application Development Platform (MADP) and design the appropriate architectural backend services;
- Develop the AfDB Mobile First Architecture and related artifacts;
- Develop the AfDB Mobile First Standard and lead the adoption of these standards to AfDB developers;
- Analyze and provide expert advice and recommendation on the acquisition of Mobile infrastructure that fits the Bank technical environment;
- Review, perform business and technical requirements gathering, use-case discovery, and platform analysis;
- Assist technical lead for all mobile implementation and integration efforts of the mobile solutions;
- Assist the test of the applications as per Standards and procedures of the Bank for internal quality assurance;
- Ensure knowledge transfer to AFDB technical team thru adequate documentation and training;
- Perform any other related task assigned by the Chief Digital Business Solution Officer.

Essential qualifications and skills :
- At least Master/Engineering degree in computer science, systems analysis or a related study, or equivalent experience;
- At least 9 years of experience in at least two IT disciplines in a client/server or service-oriented architecture (SOA) environment, MVC (model view and controller), including technical architecture, application development, Mobile development, middleware, database management or operations, backend services, DevOps and Cloud Knowledge (azure or amazon certificate), Office 365, Teams;
- Exposure to multiple, diverse mobile technologies and processing environments;
- Exceptional interpersonal skills, including teamwork, facilitation and negotiation;
- Strong leadership skills and the ability to motivate and influence;
- Strong skills in Mobile Technologies Platforms (IOS, Android and Windows) and mobile programming languages framework (REACT, JavaScript, Xamarin, etc.);
- Excellent analytical and technical skills;
- Excellent written and verbal communication skills;
- Excellent planning and organizational skills;
- Knowledge of all components of an enterprise technical architecture;
- Knowledge of business process re-engineering principles and processes;
- Strong understanding of network architecture and application development methodologies;
- Strong understanding of SOA, object-oriented analysis and design, and/or client/server systems;
- Ability to understand the long-term (“big picture”) and short-term perspectives of situations;
- Ability to translate business needs into solution architecture requirements;
- Ability to apply multiple technical solutions to business problems;
- Ability to quickly comprehend the functions and capabilities of new technologies;
- Show true leadership or ability to provide knowledge;
- to be willing to work often on complex architectures as technical lead is an.

- The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, reference to similar services, experience in similar assignments, etc.) ;
- The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is twelve (12) months and the estimated starting date is 01 May 2019 ;

- Expressions of interest must be received by email at the address below no later than Monday, 25 March 2019 at 17:00 hours, Abidjan local time and specifically mentioning “Mobile Solutions Architect”.

Establishment of the short list :
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
