Recruitment of a consultant to prepare country gender profile for Sudan

The African Development Bank and UN Women are hiring a national gender expert to assist with the preparation of a Country Gender Profile for Sudan. The Country Gender Profiles are intended to inform development assistance policies and strategies for intensifying impact on gender equality, the empowerment of women and poverty reduction. The Country Gender Profiles will identify key gender inequalities and women’s empowerment issues that constrain inclusive growth, identifying key gaps and challenges in current policies and programs, provide an overview of best practices and recommend strategic actions for addressing gender inequalities which are informed by the findings of the Beijing Platform for Action national reviews and the Universal Periodic Review recommendations. The consultant will provide technical assistance to the Senior Consultant and specifically undertake the following tasks for the preparation of the Country Gender Profile :
- Collect and consolidate data on the political, economic, social and cultural context that affect gender equality framed against national policies and international commitments ;
- Identify key issues affecting the status of women and those hindering their access to resources, opportunities and full participation in social, economic and political spheres, including normative considerations ;
- Create linkages to country institutions including sectorial ministries, NGOs and international agencies for collecting data and information ;
- Conduct consultations with relevant stakeholders independently and in collaboration with the Senior Consultant as relevant ;
- Facilitate organization of a national workshop for disseminating findings to stakeholders ;
- Assist in drafting and production of the final report.
Methodology :
The methodology will include conducting a desk review, in-depth interviews and focus group discussions with key informants in the countries including representatives from the state, academia and non-governmental organizations. The consultant will undertake field missions to collect data and hold consultations with the key informants.

Qualifications :
- Advanced university degree in gender studies, international development, economics or related disciplines is required ;
- Minimum of 7 years of demonstrated extensive experience that combines research and programs in gender and international development at the national and international level is required ;
- Extensive familiarity with the country context of Sudan ;
- At least five years of experience in gender and social issues in Sudan, and a good knowledge of governmental, and local and international non-governmental stakeholders engaged in advancing gender equality and the empowerment of women ;
- Strong writing and presentation skills in English ;
- Must be based in Sudan.
