REQUEST FOR EXPRESSIONS OF INTEREST

Agriculture Fast Track Fund (AFT)/AfDB
We are pleased to inform you that AFT Fund/AHAI of the African Development Bank will require the services of Individual Consultant(s) for the following assignment : Provide technical services and advice related to procurement, aligning AfDB’s rules and procedures with streamlined procurement processes that support expediency and meet the needs of the AFT grantees.
The services to be provided under the assignment include :
- Review of AFT tender documents, and post procurement reviews of contracts as required ;
- Monitoring and assisting in assuring the quality of Procurement Plans (where need be) and their implementation under AFT grants, and oversee their revision ;
- Participation in grantees preparation of Requests for Expression of Interests (REOIs) & Shortlisting of consultants; Contract negotiations & signature ;
- Assistance in monitoring grants implementation, mainly through desk reviews ;
- Training and advising AFT Grantees and other relevant stakeholders on AfDB rules and procedures for procurement of services, and all aspects related to procurement ;
- Providing inputs in the preparation and submission of ToRs by Grantees and in prepared requests for proposals for consulting assignments.
The selected consultant(s) is/are expected to be based at Abidjan, Cote d’Ivoire.
The AFT invites Individual Consultants to indicate their interest in providing the above-described services. Interested consultants shall provide information (documents, reference to similar services, experience in similar assignments, etc.) on their qualifications and experience demonstrating their ability to undertake this Assignment. These could be contained in their CVs that they are expected to provide.
The eligibility criteria, establishment of a short list and selection procedure shall be in conformity with the African Development Bank’s Procurement Policy for Bank Group Funded Operations, approved by the Bank’s Boards on 14 October 2015, and available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a potential consultant does not imply any obligation on the part of the AfDB to include her/him in the shortlist.
The estimated duration of the Consultancy services is three (3) months, with the possibility of renewal. The estimated starting date is 15th January 2019.
