JUNIOR CONSULTANT FOR PUBLIC HEALTH, SECURITY & NUTRITION DIVISION (AHHD.2)

 

Brief description of the Assignment: Working from the African Development Bank (AfDB) in Abidjan, Cote d’Ivoire, the Junior Consultant will provide support to the Public Health, Security and Nutrition Division (AHHD.2) operations and activities under the Human Capital Youth and Skills Development Department (AHHD). She/he will work with AHHD.2 professional staff, interact with other team members and Bank staff, and will report to the AHHD.2 Manager. The Junior Consultant will also contribute to the other activities of the AHHD with regard to analytical and policy work on trends and modalities of strengthening health systems in Africa.

Terms of Reference

Recruitment of a Junior Consultant for the Public Health, Security and Nutrition Division (AHHD.2)

 

Background

The junior consultancy services are sought by the African Development Bank’s (AfDB), Human Capital, Youth and Skills Development Department (AHHD) and will be provided to the Public Health, Security and Nutrition Division (AHHD.2). Specifically, AHHD.2 focuses on strengthening health systems, social protection and nutrition for improved and sustainable wellbeing and livelihoods.

 

The work of AHHD2 includes the following:

  • Leads the development and promotion of Bank’s policy and strategy work so that operations which are identified, developed and executed by the regional hubs effectively implement the Bank’s relevant sector policies and strategies;
  • Provides technical guidance/advisory services and expertise to regional hubs by generating relevant knowledge and gathering a pool of experienced individuals who can be consulted to provide technical advice on complex transactions (Communities of Practice);
  • Fosters strategic partnerships with regional and global partners to leverage resources into human capital development sectors. It also directly contributes to the work of the various initiatives and trust funds hosted under AHHD.
  • Provides expertise to support the role of the Vice-President as the Bank’s spokesperson to external audiences; and
  • Ensures coherence of the Bank’s action in public health, social protection and nutrition across regions.

 

Objectives of the Assignment

The main assignment of the Junior Consultant will be to support the analytical, strategic and policy work of AHHD.2.

In line with the mandate of the Department, AHHD.2 provides leadership, support and guidance in the following thematic areas, inter alia (see more details in Annex):

  • Capacity building in Value for Money (VfM) including provision of technical assistance and enhanced dialogue to make the case for better and higher investments in health and nutrition
  • Universal health coverage, through
  • strengthening health systems and institutions;
  • human resources for health capacity building and skills development for employment1;
  • modernization of health infrastructure (hospitals and clinics);
  • development of information systems for evidence-based decision-making and accountability for results,
  • promotion of new technologies in service provision; and
  • health financing policies, strategies and systems;
  • Delivery of a multi-sectoral development approach to nutrition programming with attention to the first 1,000 days and ending all forms of malnutrition2;
  • Disease surveillance, pandemic preparedness & disease control;
  • Social protection with attention to social inclusion including promotion of health insurance; and
  • Leveraging the AfDB flagship programmes on decent work and employment for the vulnerable through the Jobs for Youth Africa agenda.
  • Building on the AfDB’s High Five priority areas on Feeding Africa.
  • Development of public-private collaboration in health and nutrition with increasing attention to non-sovereign operations.
  • Duties

 

In the framework of the above described attributions of AHHD.2, the Junior Consultant will, as directed by the AHHD Management:

  • Undertake documentary research activities on selected issues addressed by the Division;
  • Contribute to knowledge management and analytical work;
  • Support portfolio management activities for public and private sector;
  • Analyze the health situation, health systems and health financing constraints of specific countries;
  • Collect and analyze demographic data, disease patterns, human, material and infrastructure resources, as well as health financing and equity indicators of African countries;
  • Contribute to the division’s communication materials, and media promotion materials in collaboration with the Bank’s relevant communication staff, in particular on the various health and nutrition partnerships fostered by the Division;
  • Prepare reports on key relevant topics in the Division as requested;
  • Contribute to documents and presentations prepared by the Division; and
  • Support media interviews for AHHD management if needed on the Bank health and nutrition agenda.

 

Selection Criteria

  • He/she should have at least a Master’s Degree in: International/Global/Public Health, Economics, Health Economics, Development Economics, International Development/Affairs, International/Policy Development, or related fields;
  • Citizen of a member country (regional or non-regional) of the AfDB;
  • A minimum of 2 and a maximum of 5 years of relevant experience; proven combination of experience in project management and operational experience with solid analytical skills; good understanding of private sector engagement and specificities of Regional Members Countries (RMCs); previous experience working in an International Organization would be an asset;
  • Proven experience in research and coordination of knowledge dissemination, ideally on health issues on the African continent;
  • Excellent interpersonal and communication skills and demonstrated ability to communicate ideas effectively;
  • Excellent report writing skills and ability to work without close supervision;
  • Excellent written and verbal communications in English or French, with a good working knowledge of the other language;
  • Competence in the use of standard MS office applications (Word, Excel, Access and PowerPoint), and good knowledge of operational management systems;
  • Demonstrated passion for development issues and a commitment to Africa; and
  • Specialized knowledge in areas of AHHD.2 operations is an asset: health systems, nutrition, pharmaceuticals, private sector development, and social protection.
  • Less than 32 years age at the time of contract signature.

 

V.Administration/Reporting

The Junior Consultant will formally report to the Manager of the Public Health, Security and Nutrition Division.

 

Duration and Location of the Assignment

This is a 6 month consultancy, beginning on 02 January 2019 (tentative date). The Consultant will be based in Abidjan, Cote d’Ivoire and requires regular full-time presence in the Bank’s offices. Field missions might occasionally be required.

 

Remuneration

The consultant will receive a monthly lump sum. No additional benefits or per diems will be paid. The consultant is responsible for his/her own health insurance and accommodation costs. The Bank will cover full costs of any required missions and provide per-diem in accordance with rules governing consultant mission travel.
