  1. Introduction :

The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment : Junior Portfolio Management Consultant.

The Mozambique Country Office (“COMZ” or the “Office”) will require the services of an agriculture rural development consultant (the Consultant) to assist in the agriculture, rural development and advisory work of the Office.

The African Development Bank Country Office in Maputo (COMZ), inaugurated in February 2006, was established to strengthen dialogue between the Bank and the concerned governments, development partners, the private sector, and the civil society, in the design of its development policy and programs, as well as on implementation, monitoring and evaluation of the poverty reduction strategy. The Office also seeks to assist the operational functions of the Bank Group in portfolio management in Mozambique.

The major functions of the Office fall under the following key areas: country programming, improved portfolio management, policy dialogue, facilitation of procurement and disbursement, capacity building, promotion of regional integration, technical and advisory assistance to the government, and enhanced coordination and harmonization with development partners. COMZ’s deliverables include, among other things: economic analyses, economic and sector work, analyses of sectorial development issues, data collection and analysis of impact and development effectiveness, tracking of reports on technical support to operations management teams, written requirements for donor coordination, communications on COMZ activities to the local press and HQ, etc.

The Junior Agriculture and Rural Development Consultant will focus on supporting the programmes and project, providing additional support to the Senior Agriculture and Rural Development Specialist in supervision and implementation support to projects, coordination with partners, participation in working groups, and produce other relevant documents as needed.

  1. The services to be provided under the Assignment include:

The Consultant will work under the general supervision and guidance of the Senior Agriculture and Rural Development Specialist and the Country Manager in Maputo. The Consultant shall be assigned tasks related to operations being designed, implemented, and monitored. His/her core duties will include the following:

  • Provide and assist the Senior Specialists in the implementation and evaluation of assigned programmes/projects, etc.; assist in the monitoring and evaluation of projects;
  • Review relevant documents and reports; identify problems and issues to be addressed and proposes corrective actions; liaise with relevant parties; identify and track follow-up actions;
  • Assist in the preparation of documents, briefs and reports; including supervision, missions, meeting reports, and project designs, etc.;
  • Support the Senior Specialist in outreach activities; drafting presentations on assigned topics/activities;
  • Provide assistance in the scheduling of meetings and the organization of conferences and workshops, handling both the logistics and conceptual aspects.
  1. Qualification :
  • Hold a minimum of a Master degree in an development studies, political science, agriculture, rural development – or similar; A minimum of two (2) years of relevant experience and a maximum of four (4) years are necessary for this position, with prior experience both in Africa, and preferably in Mozambique ;
  • The ideal candidate will have a proven track record of working in teams and having provided both technical and administrative support to thematic teams ;
  • In addition, substantial value will be given to professional experience related to professionals that have prior International Financial Institutions (IFIs) and Multilateral or Bilateral Agencies ;
  • Demonstrable success of using a “problem driven” approach, focusing on timely delivery and interests in cross-cutting issues such as gender and youth targeting. Demonstrable experience of working with Governments, particularly local governments, on agricultural value chain development and rural development programs ;
  • Language requirements: fluency in both Portuguese and English is mandatory, together with the ability to convey clear, complex messages; both written and oral. Knowledge of additional languages will be considered an asset ;
  • Be a national of a member Country of the Bank ;
  • Be under 32 years of age ;
  • Competent in the use of Bank standard software (Word, Excel, Access, PowerPoint and Web tools).
  1. The eligibility criteria :

the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure budget. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist :

  1. Length of the Assignment and Expression of Interest :
  • The estimated duration of services is of six (6) months and the estimated starting date is 1 March ;
  • The AfDB Mozambique Country Office invites Individual junior Consultants to indicate their interest in providing the above-described services. Interested junior Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
