The African Development Bank seeks expressions of interest from qualified individual consultants in the following assignment : Lead IT Services Consultant / Core Banking System Expert. The consultant will support an AfDB client (green field – regulated – non-bank financial institution specialized in mortgage refinancing – hereafter referred to as the “Company”) in preparing a roadmap for the selection, acquisition, implementation and support the operationalization of a robust bespoke mortgage refinance core system. The consultant will lead the preparation/development of the IT system, policies, procedures and system operationalization based on international best practice.
The Company is seeking to implement a suitable visionary IT design (covering internal and external user accessibility, software, software linkages, telecommunications, security, reports extraction, hardware and networks among others). This will also include the implementation of a robust bespoke mortgage refinance core system to enable it effectively commence operations.
The selected Consultant will provide the necessary support to ensure that a robust and scalable mortgage refinance system is implemented, and design an adequate training program to strengthen the staffs’ capacity to effectively manage the system post consultancy. The consultant will be expected to undertake the following key activities among others in line with their professional leadership;
Pre-procurement including designing the system architecture, developing the system specs, procurement documentation and pre-bid submission among others;
Post-procurement project governance including vendor onboarding, project implementation, go-live management and change management among others;
Post operational commencement including go-live management, vendor post contract management, project handover and close out.
The Financial Sector Development Department hereby invites suitably qualified individual consultants to provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CV, experience in similar assignments, etc.). The consultant would have experience in large-scale turnkey IT projects with corporate and consulting experience in establishing and implementing IT architecture and Target Operating Models; with at least 10 years specific experience is providing financial services IT solutions with good knowledge of financial institutions.
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants.

The estimated duration of this assignment is five (5) months, and the consultant will be based in the AfDB regional office in Nairobi, Kenya.
The tentative starting date is 15 January 2019.
