Background :

The Constitution of Liberia guarantees Equal Rights for all (men and women) under the law; including the rights of women equal participation in governance and decision – making at all levels of the society, regardless of race, ethnicity, gender, socio-economic status and religion. Therefore, gender equality is critical for good governance, as it ensures the effective participation of women and men in all aspects.

Women of Liberia were denied the right to vote and excluded from politics, until, in 1948, when these rights were given; due to traditional and cultural barriers, low level of education, lack of confidence and several other factors affected the participation and inclusion of women in public life and political process in Liberia.The promotion of women’s political participation is in line with international and regional gender related protocols, conventions and declarations to which Liberia is signatory. Among the most notable are the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW), the AU Protocol, ECOWAS 30% quota on Women’s Participation and UN Resolution 1325. Each of these advocates for women’s representation in decision – making bodies and their right to fully participate in public life.Statistics show that Progress was made in 2005 especially with respect to Women’s representation in both Houses of Parliament. For the first time, women accounted for 14% in representation and a female elected as President. But in 2014, Women representation dramatically decreased from 14% to 9% till now..

Therefore, the Ministry of Gender, Children and Social Protection, Women Legislative Caucus of Liberia and the Women NGO Secretariat with support from the UNDP will hire a Local Expert to develop a comprehensive advocacy strategy and training manual and train a technical advocacy team in the usage and roll out of the tools.
