Overview :

The Government of Uganda through the Ministry of Water and Environment under the department of Climate Change with the support from United Nations Development Programme (UNDP) is implementing? Nationally Determined Contributions (NDC) Uganda to the Paris Agreement. The NDC seeks to help the country reduce vulnerability to climate change in priority sectors as well as contribute to greenhouse gas (GHG) emissions reductions in forestry, wetlands, energy, transport and agriculture sectors. Under the Paris Agreement, Uganda committed 22% GHG emissions reduction by 2030 compared to the Business As Usual (BAU), contingent upon receipt of ongoing and planned international support to complement domestic efforts set out in the 2015 National Climate Change Policy.

Despite previous efforts to build technical and institutional capacity for low emission development path, investments are required to develop sector specific NDC plans and targets; improving inter-agency collaboration on NDC implementation; access to climate finance and involvement of both men, women, boys and girls in both the public and private sector in climate investments.

The government of Uganda through the Ministry of Water and Environment is implementing? Nationally Determined contribution (NDC) Support programme with technical support from the United Nations Development Programme (UNDP).? The programme is supported by the governments of Germany and Spain, and the European Union as a contribution to the NDC Partnership.?

The project will strengthen and harmonize policies, institutional frameworks and establish a national Measurement, Reporting and Verification (MRV) system to mainstream national mitigation policies and targets in the context of NDC implementation; enhance the institutional, technical and financial feasibility of Uganda’s Green Growth Development Strategy (UGGDS) and Nationally Appropriate Mitigation Actions and align them with NDCs; and apply innovative financial de-risking activities to attract private sector? investment in mitigation actions. The NDC support programme for Uganda will emphasize gender mainstreaming in all planned activities.

United Nations Development Program is committed to achieving gender equality in line with the gender equality targets of the Sustainable Development Goals.? It is important to ensure that men, women, girls and boys benefit and participate from the NDC plans and investments, there must be a deliberate process to mainstream gender in all planned activities under NDC for Uganda. This process will lead to equal participation of women, men, girls and boys for NDC processes and equitable reduction in climate change and increased reduction on the emissions hence sustainable development.

 

Objective :

The objective of this assignment is to conduct analysis of the gender responsiveness of measures /strategies for NDC implementation in the areas described in the scope of this assignment.? It is hoped that the findings of the gender analysis and the ensuing action plan will inform implementation of the project to completion in a gender responsive manner.

The consultant will review policies, legal frameworks, programmes and institutional arrangements especially coordination of all the climate change actions to establish their gender responsiveness. Establish the systems in place for gender mainstreaming, assess the gaps and bottlenecks in mainstreaming gender, establish the financial and capacity for gender responsive NDC. Assess gender responsive measures in the implementation, plans and identify gender gaps in the implementation and propose measures to mainstream gender in the key sectors. The consultant will be expected to undergo a desk review and conduct interviews, surveys and multi-stakeholder consultative process with stakeholders as the methodology for the tasks.
