About the Green Climate Fund :

The mission of the Green Climate Fund (GCF) is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies.  It is country-driven and undertakes actions which reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

In its initial resource mobilization GCF mobilized 10,3 billion USD. It has now accredited 75 entities with $4,6 billion and has just launched a replenishment process.

The GCF Secretariat talented team of over 250 staff is advancing its mission from its headquarters in South Korea. Our talented staff make unique contributions to the Fund, enriching the institution through their combined expertise and professional commitment.

At this pivotal point in the Fund’s development, we are looking for the Executive Director, Secretariat, GCF to lead the Secretariat in its ambitious agenda.

 

Executive Director, Secretariat, Green Climate Fund :

The Board of the Green Climate Fund (https://www.greenclimate.fund/home) has retained SRI Executive Search (www.sri-executive.com ) to assist with their search for an exceptional person to fill the position of Executive Director, Secretariat (ED Secretariat), Green Climate Fund, with responsibility to manage the Secretariat. The new ED, Secretariat must be charismatic leader who has demonstrated his/her experience to both lead and manage a major international organisation. He/she needs to be highly knowledgeable in broad sustainability and climate issues with proven influencing and advocacy skills. Paramount is the ability to build relationships with stakeholders in the public, government and private sector.

 

Role Profile :

Duties and Responsibilities :

The ED, Secretariat will be appointed by, and be accountable to, the Board of the Green Climate Fund.

The ED, Secretariat, managing the Secretariat and operating under the Board, will :

  • Work to achieve the objective of the Fund, by establishing and maintaining effective relationships with the Fund’s stakeholders in order to mobilize resources, including partner Governments, its contributors, recipients, and other components of the Fund, as well as the Trustee, the Conference of the Parties, relevant bodies under the United Nations Framework Convention on Climate Change (UNFCCC), observer organizations, multilateral, bilateral and development agencies and other stakeholders ;
  • Establish and maintain effective relationships with the Government of the Republic of Korea in maintaining the support provided to the offices in Songdo and ensuring that the officials of the Fund continue to enjoy the privileges and immunities associated with their official functions and status ;
  • Continue to recruit and retain a cadre of highly respected international and local professional staff for the Secretariat, ensuring that selection is open, transparent and based on merit, taking into account geographic and gender balance, in accordance with the organizational structure and administrative budget approved by the Board ;
  • Effectively manage and develop staff in order to maximise performance and promote an inclusive and healthy working environment ;
  • Provide regular and structured performance feedback to Secretariat staff, including direct reports ;
  • Lead the Secretariat’s efforts in supporting the Board with the continued development and implementation of :
    • The Fund’s operational modalities, access modalities and funding structures ;
    • Specific operational policies and guidelines, including for programming, project cycle, administration and financial management, as necessary ;
    • Funding criteria, modalities, policies and programmes ;
    • Environmental and social safeguards and fiduciary principles and standards that are internationally accepted as best practice ;
    • Portfolio management and oversight ;
    • Criteria and application processes for the accreditation of implementing entities of the Fund ;
    • The arrangements for replenishment processes ;
    • A framework for the monitoring and evaluation of performance and the financial accountability of activities supported by the Fund and any necessary external audits.
  • Lead the Secretariat’s team of talented professionals, responsible for the day-to-day operations of the Fund to :
    • Organize and execute all administrative duties, including the preparation for meetings of the Board and its subsidiary bodies ;
    • Report information on the Fund’s activities ;
    • Liaise with members, implementing entities, and cooperating bilateral and multilateral institutions and agencies ;
    • Prepare performance reports on the implementation of activities under the Fund ;
    • Develop the work programme and annual administrative budget of the Secretariat and Trustee for approval by the Board ;
    • Operationalize the project and programme cycle processes ;
    • Prepare financial agreements related to the specific financing instrument to be concluded with an implementing entity ;
    • Monitor the financial risks of the outstanding portfolio ;
    • Work with the Trustee to support the Board to enable it to carry out its responsibilities ;
    • Carry out monitoring and evaluation function, as may be required by the Board ;
    • Support the Board in arranging replenishment processes ;
    • Establish and run effective knowledge management practices ;
    • Perform any other functions assigned by the Board.

The ED, Secretariat will report to the Board at its regular meeting. The ED, Secretariat will be responsive to the Board, nurture and maintain open channels of communication, and build an effective relationship with the Board.

 

Required Experience and Qualifications :

Education :

A degree in a relevant field, advanced degree is desirable

Relevant Experience :

The ED, Secretariat will demonstrate :

  • Strong leadership and management experience, a voice for change and well-respected in the climate change global network ;
  • Strong intellectual leadership, based on knowledge and experience of climate change, development, finance, and their interrelationships ;
  • Sound political judgment and excellent strategic and analytical skills which can be applied to complex problems ;
  • Enhanced communication and advocacy skills to enable successful interaction with decision-makers at the highest level ;
  • Leadership and management experience within a large organization in an international context ;
  • Strong values and ethics, with the ability to mobilize and engage people ;
  • A track record of robust and accountable management of financial resources at a senior level, preferably in a development finance context; preferred knowledge of climate change financing mechanisms ;
  • Experience in working with a range of stakeholders in developing and developed countries; Sensitivity to political, gender, cultural, religious differences ;
  • An impeccable reputation for honesty, integrity and expertise ;
  • Sufficient knowledge of the UNFCCC and the Paris Agreement ;
  • Degree in a relevant field, advanced degree desirable ;
  • At least 15 years of relevant experience, including experience in, or working with, developing countries ;
  • Fluency in English, knowledge of Arabic or Chinese or French or Russian or Spanish an advantage ;
  • A global contacts network in the climate change and environment arena.

Terms of Appointment :

  • Remuneration is comparable to a high level, senior appointment within a Multi-lateral bank or Agency ;
  • The Board will appoint the ED, Secretariat with a performance-based contract ;
  • The ED, Secretariat’s performance will be evaluated regularly in accordance with the performance criteria and measurement procedures approved by the Board ;
  • The term of the position will be four years, with the ideal possibility of a renewal.
