  1. The African Development Bank hereby invites qualified Individual Consultants to indicate their interest in the following Assignment : Experienced Individual Consultant for Financial Management Policy Assistance – SNFI ;
  2. The services to be provided under the assignment include : Under the direct supervision and guidance of the Lead FM Policy Officer in the Director’s front office, the FM Consultant will carry out the following duties ;
  3. Revise and strengthen Bank’s FM policies and procedures in conformity with other donors’ practices and international standards ;
  4. Issue guidelines and guidance notes to staff on any FM issue as deemed appropriat ;
  5. Provide technical guidance in the interpretation of the Bank’s financial management policy, strategy and guidelines ;
  6. Participate in Multilateral Development Bank’s harmonization working groups and multidonor financial management technical working groups that formulate guidance for donor practices ;
  7. Review and provide comments on other policies, strategies and guidelines documents prepared by the Bank and ensure that fiduciary considerations and in particular financial management issues have been appropriately incorporated where necessary ;
  8. Participate in country teams and provide substantial thematic inputs into policy and strategic work in the sphere of financial management e.g. providing inputs for Country Strategy Papers (CSPs) and quality review of project appraisal reports etc ;
  9. Develop training materials for Bank staff on new or revised policies, strategies or guidelines ;
  10. Conduct training to staff members of the Bank on new or revised financial management policies, strategies or guidelines ;
  11. Ensures quality assurance of FM and PFM diagnostic works (PEFA, CFRA, PEMFAR, ROSC-AA…) ;
  12. Evaluate on a periodic basis that FM work in the field is undertaken according to the terms outlined in the FM policy, manual and guidelines

Essential Specialized Skills/Competence :

The consultant to be recruited will be a professional of the member countries of the Bank, who has been actively involved in development and review of FM policy documents and procedures of International Financial Organizations. The consultant must have :

  • A minimum of a professional accounting certification (CPA, CA, ACCA, Expert Comptable or equivalent) and a Master’s Degree or its university equivalent in accounting, business, finance, law, or related subject ;
  • At least 10 years of proven experience in supporting the implementation of modern financial management systems and procedures in MDBs, Public and Private sectors. Specifically he will prove a solid knowledge in (i) Financial management applicable to projects and programs,(ii) International Public Sector Accounting Standards (IPSAS) International Financial Reporting Standards (IFRS);(iii) International Standards on Auditing (ISA) ; (iv) financial statements analysis ; (v) public financial management ;
  • Ability and experience in assessing FM training needs and preparing related training materials ;
  • Promoting client commitment to ensuring implementation and longer-term sustainability of initiative ;
  • Good knowledge of MDB’s financial management environment and operational policies ;
  • Technology and systems knowledge – Demonstrate good knowledge and experience working with Microsoft office applications (Excel, PowerPoint, Word, Access) ;
  • Excellent interpersonal relationships and demonstrated experience in promoting process improvement ;
  • Excellent organizational, analytical, coordination and communication/ business writing skills ;
  • Ability to work accurately, methodically and meet deadlines ;
  • Be English Native, with a working knowledge of French – Able to write clearly, edit and proofread draft documents and communications ; and
  • Ability to perform other duties assigned by the director.

 

Deliverables :

In addition to the preparation of reports and briefing notes related to the above specified scope of work, the consultant will submit a monthly report on activities and assignments carried out during the period.

The Department SNFI invites qualified experienced Individual Consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (CV, documentation, references for similar services, experience in comparable assignments, etc.).

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.

The estimated duration of services expected to start 1st April 2019 is six (6) months renewable depending on the performance of the consultant, availability of budget and prevailing staffing issues.

Remuneration :

The remuneration will be an all-inclusive monthly fee to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience.

Establishment of the Short List :

A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.

Level of education in general20
Educational level compared to the field of mission20
Relevant experience in financial management policy design (8-15 years of experience in FM ).30
