Background :

The African Development Bank (AfDB) wishes to recruit an individual consultant to be engaged to support the coordination of Agriculture and Food Security activities under the Agriculture and Agro-industry Department of the Bank.

The Agriculture and Agro-Industry Department provides support for the delivery of Feed Africa: Strategy for Agricultural Transformation in Africa, 2016-2025. The strategy aims to end hunger and rural poverty in the next decade through self-sufficiency in 15 priority commodity value chains specific to the continent’s agro-ecological zones. Realizing the objectives set forth in the strategy requires increased productivity; value addition; investment in infrastructure; an enabling agribusiness environment; capital flows; and inclusivity, sustainability and effective nutrition. The Department leads the effort to transform African agricultural systems for greater competitiveness, inclusivity and sustainability, and for enhanced job creation and poverty reduction.

Purpose / objectives of assignment :

Under the direct supervision of AHAI.2 Division Manager and in collaboration with other Task Managers in the Division, Department and AHVP Complex, the consultant will provide technical support to operations’ activities of the Bank related to Agriculture value chain development and Food Security. This will be done through the review of the technical design, assumptions and institutional arrangements for agriculture related projects proposed for Bank’s funding, and assessing their feasibility from the perspective of present and future benefits, and impacts by :

  • Initiating, contributing or leading Agriculture development value chain and Food Security projects identification missions, preparation of project briefs for each country, and a pipeline of agricultural and rural development programs, including pre-investment studies to be financed by the Bank Group and other donor sources ;
  • Undertaking Agriculture value chain development and Food Security projects preparation missions directly or jointly with other bilateral or multilateral institutions and partners ;
  • Leading appraisal missions of Agriculture value chain development and Food Security projects and preparing Terms of Reference (TOR) of studies proposed for Bank Group financing through collection and analysis of data including those relative to the recruitment of specific consultants ;
  • Contributing to the preparation of project costs by providing those specific to agriculture and food security related activities ;
  • Undertaking, and leading as required, field missions to supervise project implementation and follow up on Bank financed project/study, including joint supervision mission with other partners and collaborating institutions ;
  • Reviewing tender documents, tender evaluation reports and draft contracts from regional member countries for the procurement of services, goods and works and making proposals for Bank action ;
  • Reviewing disbursement applications and progress reports and making proposals for Bank action ;
  • Providing technical inputs into any review process of the Bank Agriculture and Rural Development Policy, Natural Resources Policy, Result-based Country Strategy Papers and portfolios, etc. ;
  • Contributing to advising and supporting internal and external clients on a range of ongoing agriculture operations and portfolio development etc. ;
  • Reviewing and providing expert inputs on documents pertaining to agriculture from the Bank and other partners and clients ;
  • Contributing to providing technical elements to management to formulate Bank’s position regarding Agriculture value chain development and Food Security ;
  • Providing expert advice to task managers on operational and strategic issues related to Agriculture value chain development and Food Security ;
  • Assisting and providing support to Managers for proper implementation and monitoring of the agriculture value chains policies, strategies and practices ;
  • Contributing to the promotion of regional integration and donor coordination in the area of agriculture by actively participating to donors coordination meetings at the regional, continental and global levels in order to avoid duplication of efforts and promote complementarity in interventions in agriculture production based on comparative advantages of different partners ;
  • Contributing to the preparation and implementation of trainings programs of the Bank staffs and RMCs on agriculture value chains topics ;
  • Representing the Bank in seminars, conferences and other knowledge events pertaining to Agriculture value chain development and Food Security ;
  • Contributing to the Bank’s knowledge management effort by assisting in preparing meetings and conferences and participating in joint technical publications with other development partners in the area of agriculture ;
  • Communicating through exchange ideas, advice, explanations with the Manager, the division staff and cross the Bank, various donors and counterparts in other multilateral institutions in the area of Agriculture value chain development and Food Security ;
  • Participating in undertaking, under the guidance of the Management and the full implication of the Regional Directorates and Country Offices, economical and sector works on issues related to agriculture production and value chains development in a sustainable way ;
  • Participating in exploring and engaging continental and global partnerships opportunities pertaining to Agro-industry by engaging in communication, advocacy and outreach activities ;
  • Participating in resources mobilisation activities from within and outside the Bank for agriculture development by initiating joint proposals with other partners for funding or by responding to calls for proposals ;
  • Attending to any other duties as may be required.

In this regard, the Agriculture Research, Production & Sustainability Division (AHAI.2) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (CVs, reference to similar services, experience in similar assignments, etc.).

The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Consultants under projects financed by the Bank Group, available on the Bank Website at http://www.afdb.org. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the African Development Bank to include him/her in the final shortlist.

Duration of the Assignment : This is a long-term consultancy with initial contract of six months subject to renewal.

Desired Qualifications :

  • A minimum of a Master’s degree or equivalent in Agronomy, Agro-economics or closely related fields ;
  • Adequate Knowledge of the Agriculture Research and Development and its relation to agricultural productivity and rural development challenges ;
  • At least 10 years work experience in agriculture project design and management; portfolio reviews; preparation and appraisal of agriculture value chain projects ;
  • Working experience with bilateral and multilateral development institutions or the Bank is an advantage ;
  • Good speaking and writing proficiency in English or French; working knowledge of the other is an advantage ;
  • Ability to work and integrate multi-disciplinary and multi-institutional dimensions in his/her inputs ;
  • Good proficiency in standard computer programs such as Word, Excel, Farmod, viii.The applicant will be required to submit, during the application, both technical and financial proposals.

Selection criteria : The consultant will be selected based on i) qualifications, ii) years of experience and iii) experience of working in developing countries.
