Brief description of the Assignment :
The Department of Renewable Energy and Energy Efficiency (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy — both large and small scale — and promoting energy efficiency along with clean cooking.
The AfDB hereby invites qualified and seasoned Individual Consultants to indicate their interest in providing support to the Department’s ongoing/new sustainable energy programmes and projects. The services expected to be provided in the context of the Assignment include but are not limited to: (i) preparation of investment operations (and where relevant technical assistance interventions) related to sustainable energy — renewable energy, energy efficiency and clean cooking — with an emphasis on opportunities in North Africa (in particular Morocco and Tunisia) and West Africa (in particular Senegal) (ii) development of country-specific equity/debt funds for sustainable energy in the context of the Africa Renewable and Energy Efficiency Platform (iii) support for the Desert-to-Power Initiative.

Appendix 1: Terms of Reference for Individual Consultant
- Introduction / Background :
The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The Department implements its mandate by working with both public sector and private sector entities.
- Objectives of the Assignment :
The Individual Consultant will be responsible for providing broad-based support to the department and its constituent divisions for ongoing/new sustainable energy programmes and projects.
- Main activities and deliverables :
The Assignment will include, but not be limited to :
- Preparation of investment operations (and where relevant technical assistance interventions) related to sustainable energy — renewable energy, energy efficiency and clean cooking — with an emphasis on opportunities in North Africa (in particular Morocco and Tunisia) and West Africa (in particular Senegal) ;
- Development of country-specific equity/debt funds for sustainable energy in the context of the Africa Renewable and Energy Efficiency Platform ;
- Support for the Desert-to-Power Initiative ;
- Undertake any other tasks that the Department’s managers or director may assign.
- Administration/reporting :
The Individual Consultant will work under the overall supervision of the Division Managers in the Department.
- Duration and place of the assignment :
Six (6) calendar months, based in Abidjan, Côte d’Ivoire, with the possibilty to be based in one of the focus countries
- Qualifications and Experience required :
Education :
- A postgraduate degree in Economics, Finance, Public Policy or a related field. Relevant Experience and Skills:
- Approximately fifteen (15) to twenty (20) years of relevant or related professional experience
- Senior-level experience in the private sector (especially banking and fund management) including deep understanding of infrastructure/energy sector financing issues is essential
- Experience of working with donor institutions and multilateral development institutions in a similar capacity is essential
- Deep understanding of the focus countries/regions
- Ability to work autonomously and in teams, and in a multi-cultural work environment
- Excellent ability to communicate orally and in writing effectively in both French and English, while Arabic skills will be desirable given the operating context
