Brief description of the Assignment :
The Department of Renewable Energy and Energy Efficiency (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy — both large and small scale — and promoting energy efficiency along with clean cooking.
The AfDB hereby invites qualified Individual Consultants to indicate their interest in providing support to the Department’s ongoing/new sustainable energy programmes and projects. The services expected to be provided in the context of the Assignment include: (i) sector-wide and/or country-specific research of issues related to sustainable energy (ii) preparation of operations related to sustainable energy — in particular the Desert-to-Power Initiative’s project development fund and work on equity/debt country-specific funds in the context of the Africa Renewable and Energy Efficiency Platform (iii) assist with innovation-related and job-creation efforts in the energy sector with a focus on making use of new/newer technologies that are relevant to the sector.

Appendix 1: Terms of Reference for Individual Consultant
- Introduction / Background :
The Renewable Energy and Energy Efficiency Department (PERN) of the African Development Bank (AfDB) has the broad objective of promoting the development of renewable energy and energy efficiency along with clean cooking. The Department implements its mandate by working with both public sector and private sector entities.
- Objectives of the Assignment
The Individual Consultant will department and its constituent and projects be responsible for providing broad-based support to the divisions for ongoing/new sustainable energy programmes
- Main activities and deliverables :
The Assignment will include, but not be limited to :
- Sector-wide and/or country-specific research of issues related to sustainable energy ;
- Preparation of operations related to sustainable energy — in particular the Desert-to-Power Initiative’s project development fund and work on country-specific equity/debt funds in the context of The Africa Renewable and Energy Efficiency Platform ;
- Assist with innovation-related and job-creation efforts in the energy sector with a focus on making use of new/newer technologies that are relevant to the sector ;
- Undertake any other tasks that the Managers or Director may assign.
- Administration/reporting :
The Individual Consultant will work under the overall supervision of the Division Managers in the Department.
- Duration and place of the assignment :
Three (3) to Six (6) calendar months, based in Abidjan
- Qualifications and Experience required :
Education :
A postgraduate degree in Economics, Finance, Public Policy or a related field.
Relevant Experience and Skills :
- Approximately seven (7) to ten (10) years of relevant or related professional experience ;
- Experience of working with donor institutions and multilateral development institutions in a similar capacity is desirable ;
- Experience of private sector operating context is highly desirable ;
- Ability to work autonomously and in teams, and in a multi-cultural work environment ;
- Excellent ability to communicate orally and in writing effectively in English or French, with a good working knowledge of the other language ;
- Strong analytical skills.
