Description :

  1. The Climate Change and Green Growth Department (PECG) of the African Development Bank is mandated to effectively mainstream climate change and green growth into Bank’s procedures and operations, in line with the Bank’s High 5s, the 2013-2022 Strategy and Climate Change Action Plan for 2016-2020 (CCAP2).
  1. The Climate and Green Growth Division (PECG.2) coordinates the development and implementation of the Bank’s CCAP2, which is a response to the needs of Regional Member Countries (RMCs) in implementing their Nationally Determined Contributions (NDCs) and Sustainable Development Goals (SDGs), in line with the Bank’s ten-year strategy and High 5s.
  2. The Climate and Green Growth Division (PECG.2) hereby invites Individual Consultants to indicate their interest in the position of “Regional Climate Change and Green Growth Consultant for Central Africa” to support the implementation of its activities and Bank operations in Central Africa.
  3. Under the leadership and guidance of the Division Manager for Climate and Green Growth (PECG.2) and the Regional Climate Change and Green Growth Officer supporting RDGC, the Consultant’s core duties will include the following activities:
  • Provide technical support to the preparation of climate change/green growth action plans, documents, reports, operational guidelines, tools as requested by senior management, taking into account Regional Member Countries (RMCs)’ and Bank’s commitments, including the implementation of the NDCs and Paris Agreement, the Sustainable Development Goals, and the High 5s ;
  • Assist and advise Regional Member Countries on preparation and implementation of climate change and green growth strategies, policies and measures, taking into account commitments to achieve Nationally Determined Contributions;
  • Provide technical support to updating of operational documents (operational manual, Results Based Framework, Readiness Review Procedures, Country Strategy Papers / Regional Integration Strategy Papers and project templates) to reflect climate change and green growth mainstreaming;
  • Provide technical assistance on climate change and green growth to the Central Africa region, by supporting Bank’s sector and regional operations through advisory services on climate change and green growth mainstreaming throughout the project cycle;
  • Provide technical support to task teams involved in Bank’s projects in Central Africa, to access climate finance, from both internal and external trust funds, in close collaboration with Climate Change and Green Growth officers and Climate Finance Officers;
  • Contribute to the evaluation of projects through the climate risk screening and the Adaptation Review and Evaluation Procedures functions of the Climate Safeguards System and the Green House Gas Accounting tool;
  • Support the preparation and implementation of the Bank’s Climate Change and Green Growth Training Programme as well as efforts towards operationalizing the Africa NDC Hub in the Bank’s Central Africa Regional Hub (RDGC);
  • Support cross-cutting initiatives of the Climate Change and Green Growth Department in particular, and the Bank in general;
  • Perform any other duty assigned by the Regional Climate Change and Green Growth Officer, the Division manager and/or the Director.
  1. Qualifications and Experience :
  • Minimum of a Master’s degree (or equivalent) in climatology, environment and natural resources management, international development, sustainable development, economics or any other related field;
  • Minimum of ten (10) years of relevant experience in various related fields such as national and international climate policies and measures, including: climate and green growth; energy; project management; climate and/or green finance; trust fund management; knowledge of multilateral Development Banks and public or private financial institutions; and familiarity with development activities or related areas;
  • Knowledge of climate change and green growth, the multilateral climate governance framework and global climate finance architecture, with a focus on Africa;
  • Experience in integrating climate change mitigation and adaptation measures into development interventions in Central Africa, including field operations involving climate change and green growth issues in the region;
  • Good knowledge of greenhouse gas emission accounting tools for development projects (including different tools used by development organizations and international financial institutions);
  • Proven experience on policy and inter-institutional collaboration at the highest level, including representatives of governmental and non-governmental partners in Central Africa;
  • Experience in research and developing technical content of project proposals for climate finance or similar multilateral funds;
  • Experience working with stakeholders, including senior government officials, donor countries and government organizations, as well as regional organizations;
  • Be results-oriented, team-oriented, eloquent analyst with attention to detail, and persuasive communicator with excellent writing skills;
  • Have excellent technical and analytical skills and proven experience in operational and policy work on climate change, green growth and climate finance;
  • Competence in the use of standard Microsoft Office applications (Word, Excel, Access, PowerPoint);
  • Demonstrate an ability to communicate effectively (both written and oral) in English and French;
  • Be willing to work in all regions when needed.
  1. Interested consultants shall provide their curriculum vitae, emphasizing their qualifications and experience demonstrating their ability to carry out the assignment (relevant documents, information on similar services provided in the past, relevant experience, etc.) as well as a financial and technical proposal.
  1. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  1. The position will be based in Abidjan, Côte d’Ivoire with possibility of relocation to a country within Central Africa. The duration of services is twelve (12) months to be renewed based on performance. The expected starting date is 10 June 2019. Establishment of the short list:

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
