Background

The Operations Committee Secretariat & Quality Assurance Department (SNOQ) works to continuously enhance the quality and timely delivery of bank operations, adopting a one-bank approach from identification to completion, with a view of enhancing of development impact of operations.

To strengthen knowledge of operations staff, the Bank has created the Operations Academy as a bank-wide effort aimed at establishing and institutionalizing a comprehensive and compulsory curriculum specifically geared towards all operations staff. The content of the Operations Academy will include a core component that covers basic aspects of Bank operations, which will be followed by specialized e-courses for Country Managers, Task Managers, Country Programme Officers (CPOs).

The Quality Assurance Division (SNOQ.2) will two recruit junior consultant to work collaboratively with staff in the Division and other Departments to support the development of content for e-learning courses of the Operations Academy.

Duties, Responsibilities and Expected Achievements :

The services of two bilingual (French-English) junior Consultants are required to assist SNOQ.2 mainly in developing the Operations Academy courses. Specific duties and responsibilities are outlined hereunder :

  • Review and edit content materials on QA tools (Power point presentations, narratives, case studies/exercises) ;
  • Contribute to the development of online courses with collaborating departments (storyboards, narratives, quizzes, exams) ;
  • Translate all final course materials from English to French where applicable ;
  • Support the development of multimedia materials (video recording) and course evaluation form templates ;
  • Collaborate with the E-learning/design teams and CHHR to ensure overall quality of course content, including accuracy and consistency of information, variety of themes and visual display (images, text, colors), pacing and flow of slides, accessibility and navigation, etc ;
  • Upload and test completed materials on the learning platform prior to delivery ;
  • Liaise with other Bank Departments – including those in charge of sector operations, human resources, policy and strategy, and the AfDB Institute – to ensure smooth delivery of online training;
  • Design flyers, posters and other dissemination materials on the Operations Academy ;
  • Assist in handling queries received from learners and other requests submitted through the QA Assistant (website) ;
  • Ensure maintenance of courses on the learning platform (troubleshooting, updates, online registration, course completion, etc.) ;
  • Contribute to the preparation of knowledge products on QA ;
  • Undertake any other tasks/assignments as assigned by the Manager SNOQ.2.

Management/supervision of the consultancy

The two consultants will work under the overall guidance of the SNOQ.2 Manager, and the immediate supervision of a Quality Assurance Officers of the Division.

Essential Qualifications and Experience :

  • At least a Master’s degree (or its equivalent) in Economics, Management, Business Administration, Public Sector/Administration, Finance or any other related discipline ;
  • Minimum of two years and maximum of four years proven relevant work experience in development cooperation gained in an International Organization, a bilateral aid agency or as an official of a developing country in the design and the application of results-based approaches and/or project management ;
  • Experience in developing and delivering training materials ;
  • Evidence of having undertaken similar assignments, related to operations quality assurance ;
  • Competent in the use of standard software applications (MS Word, Power Point, Excel as well as SAP used by the Bank) ;
  • Be a national of one of the member countries of the Bank ;
  • Be under 32 years of age;

Language skills

English and French are the working languages of the African Development Bank. The consultant should be able to communicate and write effectively in French or English, with a very good working knowledge of the other language.

Duration of the Assignment

The consultancy is expected to start in January 2018 and will cover a period of 6 months.

Remuneration for the Assignment

During the duration of the contract, the Consultant will be based at the Bank’s Headquarters in Abidjan, Cote d’Ivoire. The Consultant will be paid a round trip ticket from the point of recruitment to Abidjan. No per diem and accommodation will be paid in Abidjan. The consultant will also be eligible for travel expenses (air ticket, hotel accommodation and per diem) while assigned on a Bank Mission during the duration of his Contract. No other travel expenses will be incurred on the Consultant. Payment of honorarium will be on a monthly basis after satisfactory execution of duties assigned to him/her.
