Annex 3 Letter of Confirmation of Interest and Availability and Financial Proposal

Overview :

UNDP seeks to procure the services of a local lead consultants to support Zimbabwe Ministry of Health and Child Care (MOHCC) in undertaking the MTR.  The role of the local lead consultant will be to work with the international Lead Consultant to:

  • Guide the process of undertaking the review by coordinating all stream consultants and supporting the International Consultant in the synthesis of the findings from the TWGs.
  • To support the lead consultant in managing/coordinating compilation and interpretation of relevant data.
  • Support the MTR secretariat in scheduling, coordinating, participating in all TWG meetings and workshops
  • Support the international lead consultant and TWGs in development of interview questionnaires and guides
  • Ensure quality of the reports from the technical working groups
  • Ensure technical working groups adhere to the agreed timelines
  • Support any other requirements by the international lead consultant

Methodology/ Scope of Work :

The consultant will work under the overall supervision of the MTR Task Force, and on a day-to-day basis work with the secretariat and Technical working groups. The consultant will also work with the international consultant to oversee the work of the additional consultants identified by MTR Task Force.

The key deliverables of the Lead consultants are:

  • Schedule of TWG meetings and workshops;
  • TWG meetings/workshops reports;
  • TWG synthesized field reports and Reports of each of the three review streams;
  • PowerPoint presentations, minutes, travel schedules.

Institutional Arrangement :

The consultant will work under the overall supervision of the MTR Task Force, and on a day-to-day basis work with the secretariat and Technical working groups. The consultant will also work with the international consultant to oversee the work of the additional consultants identified by MTR Task Force

Time Frames – Summary of approximate time frames/ Scope of Price Proposal and Schedule of Payments

Payment will be made in as per each deliverable :

  1. Draft Mid-term review report (50%);
  2. Validated Mid-term review report (50%).

Duty Station :

Harare is the duty stations, with travel to the provinces for assessments.

Qualifications and Requirements of the Consultants :

Education :

  • The consultant should have Advanced training in Public Health (Master of Public Health), Health Services Research, Epidemiology.

Experience for the Lead Consultant

  • Must have over 5 years’ experience in health systems performance assessments preferably in the African Region;
  • Experience in Zimbabwe Health care system is an added advantage;
  • Experience in conducting quantitative and qualitative research with proven evidence in Zimbabwe and in the African Region;
  • Have more than 5-years proven experience working with the government of Zimbabwe, UN Family, bilateral organizations in the field of monitoring and evaluation, mid-term review.

Competencies :

Selection criteria : 

Evaluation :

Candidates will be evaluated using a combined scoring method with the qualifications and methodology weighted at 70% and the price offer weighted at 30%.  Only candidates obtaining a minimum of 49% (out of 70%) points on the technical qualifications part will be considered for the Financial Evaluation.

Criteria for evaluation of qualifications and methodology (70 points maximum):

Relevance of education of the consultant (10 points) :

  • The consultant should have Advanced training in Public Health (Master of Public Health), Health Services Research, Epidemiology.

Experience

  • Must have over 5 years’ experience in health systems performance assessments preferably in the African Region. (20)
  • Experience in Zimbabwe Health care system is an added advantage (5)
  • Experience in conducting quantitative and qualitative research with proven evidence in Zimbabwe and in the African Region (15)
  • Have more than 5-years proven experience working with the government of Zimbabwe, UN Family, bilateral organizations in the field of monitoring and evaluation, mid-term review. (20)

Criteria for financial evaluation (30 points maximum):

  • p = y (μ/z), where
  • p = points for the financial proposal being evaluated
  • y = maximum number of points for the financial proposal
  • μ = price of the lowest priced proposal
  • z = price of the proposal being evaluated

Payment Method:

  • Payment: All-inclusive Daily Fee
  • The consultant will be paid as a daily rate (based on the number of days worked).
  • Payments will be based on the Certificate of Payments that will be submitted at each milestone;
  • Time Sheet will be attached and verified by the direct supervisor; and
  • Final tranche upon performance evaluation from the direct supervisor.
  • Travel to provinces will be re-imbursed by UNDP

Timeline, reporting & quality control for the assignment :

The scope of the consultant is to take care of all identified gaps in user requirements and is expected to cover the following, at the minimum:

Debrief Meetings:

The consultant will have a debrief meeting at inception with the MSM, UNFPA, NAC and UNDP to discuss and understand the scope of work in detail.

Before the consultant arrives in country (if international) teleconferences will be held to refine the scope of work and deliverables. A road map will be developed within the first week shared and approved.

Review and familiarize with the existing system:

The consultant will review and test the existing system with the aim of identifying gaps vis-à-vis user requirements, with all partners (MSM, UNFPA, NAC and UNDP). A brief description of requirements is provided in this document, but more elaborate information will be made available to the selected consultant through meetings with relevant parties on the ground; an assessment report will be availed in the second week

Action plan:

Third week consultant to draft and get approval for an action plan to address the identified gaps within the consultancy period. This will be done in consultation with key stakeholder’s focal points,

Implementation:

Implementation will take 50 working days, spread over a period of 9 months and a progress report provided for the main activities every other month. The consultant will lead the implementation process of all the changes both in terms of team leadership and hands-on tasks. The implementation is envisaged to be achievable through programming, system configuration, testing, training and documentation, among other actions as may be agreed with all relevant parties;

Training:

draft and get approval of a training plan for both users and first-level support staff. Conduct training at Training of Trainers (TOT) level within the consultancy period.

Language:

Fluency in written and spoken English is required for this consultancy.

Candidate(s) is/are expected to enclose in the application two technical reports regarding the work done on similar assignments during the past 2-3 years.
