Location Description

  • Climate – mainly hot, dry and dusty, with a 3-month wet season. MCC requires a couple of ”stress leaves” during the year to escape the heat.
  • Culture – Wide range of cultural and social activities. Most people who come to Chad enjoy the openness and friendliness of the Chadian people, the rich diversity of cultures (Arabic and Sub-Saharan), music, dance, art and languages
  • MCCers live in locally available housing. The MCC office is located in a residential area not too far from where most of NGOs have their offices. The office has enough space for offices, a meeting room, storage and kitchen. Water and electricity are fairly reliable though sometimes weak. There is back up solar power and a generator.
  • Health facilities – there is a new modern hospital with labs, international doctors and specialists, and a good dental clinic.
  • Church – There are a large number of evangelical churches with services in French and local languages. There is also an English-speaking International church that meets twice a month.
  • There is access to a wide variety of local food products. Meat, fruit and vegetables are available in local markets. There are also some stores where imported foods are sold.
  • Schooling for children. If English schooling is needed, there is quality education at an AIM school, up through 8th grade, and through secondary school at the George Washington Academy. Education in French is available at the Lycee Montaigne, equivalent to Ecole Francaise, through secondary school.

Required for all MCC Representative Positions:
Minimum Education Level: BA/BSc or equivalent
Minimum Experience: International experience and MCC experience preferred
​Invitations to serve with MCC are contingent on the successful outcome of criminal background check(s).

  1. Relational Skills: Ability to form, foster and maintain positive, working relationships with MCC service workers, MCC staff, local churches and MCC partners, building trust by demonstrating integrity in actions and communications and modeling the values of the organization. Ability to create an environment on the team that is supportive of staff who may experience oppression or sexual violence.
  2. Supervisory Skills: Ability to manage/supervise personnel, which includes staff appointments and terminations, performance appraisals, interpreting and enforcing policies, conflict resolutions/problem solving and development of staff (in cooperation with the Human Resources Department).
  3. Computer Literacy: Ability to use email programs, navigate the internet, locate resources, use Microsoft Excel and Word. Ability to navigate and use MCC specific databases for the purpose of planning, monitoring, evaluation, and recording.
  4. Adaptability: Ability to adapt as needed to work effectively in ambiguous or changing situations and with diverse individuals and groups.
  5. Analytical Thinking: Ability to analyze and synthesize information to understand issues, identify options and support sound decision making.

  15. Demonstrated ability to serve as MCC Representative without bias or conflict of interest, with ability to withstand intense pressure from local constituents.

For this specific assignment:
Advanced spoken French and English and at least intermediate writing skills in both French and English

 

Job Synopsis

The MCC Chad Representative oversees MCC’s work with Chadian partners, programs, and personnel. Chad’s challenging climate and entrenched poverty call for a Representative with unusual dedication and creativity, to enable MCC to support local partners’ programs in the areas of Peacebuilding, work with displaced people, Education, and Agriculture. The Representative selects and supports MCC personnel, both local and international, to carry out MCC’s mission in this vast and challenging country.

The Representative will oversee all aspects of the MCC Chad program. This includes strategic planning, budgeting, supporting national staff and expatriate volunteers, overseeing partnership relationships/grants, providing technical and PMER (Planning, Monitoring, Evaluation and Reporting) support, and maintaining key relationships and networks.

The MCC Chad office, based in N’Djamena, functions bilingually in French and English. Email communications and meetings with partners and local staff in Chad are in French. Reporting and communication to the Area Director and with the MCC offices in the US and Canada are in English.

An MCC Rep role may be filled with a married couple sharing the role, with a single person, or with a married candidate who’s spouse is not interested in a Rep role, in which case MCC would discuss possible roles for the spouse. MCC will consider a variety of options to support the Rep(s) in their roles and responsibilities, based on the qualified candidates who apply.

Key Responsibilities

1. MCC Vision and Mission – Be the carrier/communicator of institutional identity in relationship to:

  1. Local partners, church, government, other international NGOs
  2. MCC workers: Nurture understanding of and respect for MCC values and witness; reflect upon and communicate the spirituality of the team

2. Oversight of Country Program – Direct and oversee implementation of regional priorities and country-specific strategies

  1. Select, build, maintain and strengthen relationships with partners
  2. Prepare and administer long-term country strategies
  3. Plan, monitor, report and evaluate projects
  4. Facilitate, coordinate and respond to disasters, including those that generate unexpected additional resources and require shifts in focus of time/energy and requiring development of immediate and/or short term plans
  5. Understand and ensure compliance with local laws
  6. Coordinate and strengthen local advisory committees

3. Management of MCC Resources

  1. Prepare, monitor and evaluate annual goals and objectives in the context of a multi-year strategic plan
  2. Prepare and monitor budgets in accordance with strategic and annual plans and in alignment with Financial Management Policies
  3. Develop and monitor financial record-keeping and reporting, taking corrective action where needed
  4. Develop and maintain lists of inventories of equipment, including computers, vehicles, etc. along with replacement plans
  5. Maintain and update registration documents in respective countries
  6. Ensure resource stewardship across the country
  7. Prepare and monitor project reporting
  8. Receive and respond to worker reports
  9. Ensure maintenance of personnel records and other documents for MCC Records and Archives
  10. Manage Material Resources distribution as needed
  11. Provide information about the country situation…. through PlanWin, Annual Plans and Reports, Learning Tours, and written communication.

4. Select, supervise, and motivate MCC workers: International Service Workers and National staff

  1. Negotiate suitable service assignments and write assignment descriptions
  2. Select highly qualified service workers and national staff using predetermined criteria based on job content and organizational values
  3. Provide orientation for new workers, including language study
  4. Create an environment where all individuals are comfortable openly addressing concerns/opinions
  5. Ensure spiritual, emotional and professional support for workers
  6. Monitor relationships between workers and partners with whom they work
  7. Implement MCC Human Resource policies and assist in policy interpretation for workers
  8. Conduct timely performance appraisals and End-of-Term reports for service workers
  9. Ensure workers’ compliance with MCC values and witness
  10. Develop and/or monitor compensation, benefits and policies for national staff

5. Teambuilding: build and maintain MCC personnel team

  1. Clarify team expectations regularly
  2. Monitor team relationships
  3. Lead team in decision making
  4. Demonstrate skill in resolving difficult situations, drawing on a variety of resources

6. Hospitality: arrange for hospitality as needed

  1. MCC program and support staff, as well as MCC constituents from North America
  2. Others who are travelling in the country and who are interested in the work of MCC

7. Represent the Country to MCC and Constituents

  1. Cultivate and maintain awareness of the political, economic, social, cultural, and historical contexts of the country/region
  2. Provide information about the situation, needs and resources of the country/region to the Area Directors and others within MCC and to MCC constituency

8. Relate to the local church

  1. Maintain good relationships with local church bodies
  2. Regular attendance at a local congregation
