REQUST FOR EXPRESSIONS OF INTEREST (REOI) – INDIVIDUAL CONSULTANT

The Government of the Republic of Sudan has received grant from the African Development Fund towards the cost of Policy Support to Preparation for Debt Relief Strategy, and intends to apply part of the agreed amount of this grant to payments under the contract for Technical Assistant (SENIOR ADVISER) to the African Union High Implementation Panel – Outreach on Debt relief.

The services included under this assignment are :

  1. Provide technical input, advice and guidance on outstanding post-secession issues within the “Economic Cluster” of the mediation work of the Panel, with special emphasis on issues related to arrears clearance and HIPC debt relief ;
  2. Coordinate with diverse institutions involved in the work on arrears clearance and debt relief, including the International Monitory Fund (IMF), the World Bank, Paris Club and Non-Paris club, and other commercial creditors ;
  3. Play a key role in advancing the Bank’s advocacy for Sudan’s debt relief, building on ongoing initiatives such as the support provided by the African Legal Support Facility (ALSF) on debt relief, and provide guidance and feedback on debt litigation and debt restructuring ;
  4. Provide the Government of the Sudan and the Bank with policy advices on debt, including technical advice on the ongoing discussion on a debt relief roadmap, update of the debt relief strategy, and the political outreach in search of debt relief ;
  5. Coordinate the meetings of the Panel relating to the post-secession issues, particularly those related to external debt and other issues in the Economic Cluster ;
  6. Work with the AUHIP on the implementation of the Addis Ababa Roadmap signed in August 2016, including the extension of the Zero Option deadline for HIPCs Decision Point ;
  7. Prepare background papers as may be required by the Panel, periodic briefs as required by the Bank, and briefing notes for the AfDB President, the Director General and the Country Manager as may be required on the technical assistance to the Panel ;
  8. Any other related duties assigned by the AfDB President, and the AUHIP Co-Chair.

The Ministry of Finance and Economic Planning (Policy Support to Preparation for Debt Relief Project) invites Individual Consultants to indicate their interest in undertaking the abovementioned Assignment. Interested consultants must provide information on their qualification and experience demonstrating their ability to undertake this Assignment (references to similar assignments, experience in similar assignments, etc.).

Eligibility criteria, establishing of the short list and selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s Website at http://www.afdb.org.

The estimated duration of the Assignment is 24 months and the estimated starting date is 1st February 2019.
