International Institute of Tropical Agriculture (IITA) is implementing the TAAT PMU, financed through a grant from the African Development Bank towards the cost of the Technologies for African Agricultural Transformation (TAAT) Program and intends to apply part of the proceeds for this grant to facilitate payment for a consultant- Environmental & Social Impact Assessment and Management Plan Consultant who will be based in Nairobi, Kenya.

The Consultant is expected to conduct a comparative review of the relevant National regulations, standards, policies, and procedures of the different institutions as they affect TAAT implementation; carry out literature review as may be relevant on technical aspects of the projects or similar projects including feasibility study reports; review and screen ongoing/proposed projects/activities to determine of the type of specific safeguard instrument to be developed; develop a comprehensive scope of work/TORs for any identified ESIA/ESMP/RAP subject to Bank approval; develop environmental indicators for evaluation and monitoring; coordinate, monitor and audit the ESMF implementation by the PIUs in all TAAT locations; conduct capacity building for identified E&S desk officers/E&S focal points at all TAAT compacts to improve compliance. The training will provide trainees the basic approach to implementing the guidelines provided in the ESMF combined with the use of the appropriate tools, such as the screening form and environment and social impact instruments. The Consultant will also work closely with the Clearinghouse of the TAAT program (responsible for the dissemination of the proven technologies) to ensure information on the environmental footprint and natural resource implications of the proposed yield-enhancing technologies are understood and compliant to environmental regulations of respective countries before recommending their dissemination.

The desired consultant should possess at least a master’s degree (M.Sc., M.A) or equivalent in the field of Environment or Social Sciences related fields with at least 10 years of relevant experience, working with multilateral/ bilateral international financial institutions and/or working on projects financed by multilateral/ bilateral international financial institutions in Africa. Experience in the Agricultural Sector will be a plus. The relevant experience should be in the application of Environmental & Social safeguards standards of multilateral/ bilateral international financial institutions in conducting environmental due diligence assessments, monitoring, and evaluations for private sector projects and/or public-private partnerships (PPPs). These multilateral/ bilateral international financial institutions include but not limited to the African Development Bank, the World Bank Group (the International Finance Corporation, MIGA), the Asian Development Bank, the European Investment Bank, FMO, Proparco, DEG, and KfW, among others. The Consultant must also possess substantive experience conducting environmental due diligence work in any of the following sectors: agriculture, water, mining, oil and gas, manufacturing, hospitality, health, education, transport, energy, and ICT. Excellent understanding of agriculture sector governance and management issues and demonstrated E&S management experience of complex scope such as TAAT is required. The consultant shall also possess extensive knowledge of E&S risks across sectors, commodities, and geographies and experience assessing and mitigating risks on complex commodities supply chains. Regional experience and flexibility to travel in Kenya, Nigeria, Benin, Ghana, Zambia and other agreed RMCs supported by TAAT is a must. The consultant will also be expected to develop and deliver to commodities compacts related to E&S safeguards. Proficiency in English is a must and working knowledge of English and French languages is required.

IITA now invites eligible individual consultants to submit their Expression of Interest (EOI), including their detailed CV and letter of motivation detailing past related experience similar to this assignment.

A consultant will be selected in accordance with the procedures set out in the Bank’s October 2015 edition of the Bank’s Procurement Policy framework 1.The assignment shall be for three (3) months duration per year for the life span of the project and the first period starting December 2020 to February 2021.
