REQUEST FOR EXPRESSIONS OF INTEREST

Individual Consultant : Economist and Private Sector Consultant for Angola Country Office

 

 

 

1. The African Development Bank (ADB) is seeking to recruit an Economist and Private Sector Specialist Consultant. The consultant will be based and will operate from the ADB office in Luanda, Angola. He/she will work under the general administrative supervision of the Angola Country Manager and in straight collaboration with the Principal Country Economist and Country Program Officer based in Angola, Sector Managers and Task Managers ;
2. The main duties assigned to the consultant include but are not limited to: take the lead on the private sector development activities and initiatives; contribute to the preparation operations to be potentially financed by the Bank; explore and follow up on eventual co-financing opportunities; serve as focal point for media and communication related activities; lead in the preparation / finalization of reports emanating from COAO ;
3. The estimated duration of the services is 12 months. The estimated starting date is March 2021 ;
4. The ADB invites individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to provide the services (CVs providing information on qualifications and professional experience linked to the skills needed to perform the services, which includes details on educational background, job experience, description of similar assignments, experience in similar conditions etc.) ;
5. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Use of Consultants. Please note that interest expressed by the Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;

A shortlist of three to six individual consultants will be elaborated based on the following criteria :

• Ability to communicate in English AND in Portuguese is mandatory ;
• Level of education (in Economy, knowledge of Finance and development issues (20%) ;
• At least eight (8) years of general professional experience (20%) ;
• Experience working in multi-lateral financial institutions performing similar roles (30%) ;
• Experience in Angola and/or other Lusophone countries (15%) ;
• Previous experience with the African Development Bank will be advantageous (5%) ;
• Proven planning, organizational and research/analytical skills (10%).
