Individual Consultant to Support the Provision of Training on Advanced Macroeconomic Modelling for African Economies

- The African Development Institute hereby invites qualified Individual Consultants to indicate their interest in the following Assignment : A Consultancy for Provision of Training on Advanced Macroeconomic Modelling for African Economies ;
- Under the direct supervision and guidance of the Manager of the Policy Management Division of the African Development Institute, the Individual Consultant will carry out the following tasks :
- Assist in the review, design and production of the training materials ;
- Deliver the training sessions to upscale participants’ knowledge and skills on the role and use of Dynamic Stochastic General Equilibrium (DSGE) models in economic analyses ;
- Contribute to the development of various DSGE and other macroeconomic models that incorporate specific characteristics and peculiarities of African countries ;
- Undertake technical assistance missions to RMCs ;
- Assist with the implementation of the Department’s activities as outlined in the Debt Action Plan ;
- Contribute to the quarterly Departmental report on capacity development activities ;
- Develop criteria for measuring effectiveness of training sessions and provide an assessment of each of them with a view to ensuring required ongoing improvement ;
- Support the work of setting up the Macroeconomic Modelling Academy (MEMA) ;
- Other tasks as assigned by the Management of the African Development Institute.
- Essential Specialized Skills/Competence :
The consultant must be a citizen of a member countries of the Bank, and have important skills in key areas that include :
- At least a Master’s degree in Economics, Econometrics, Mathematical Economics, Development finance and Financial modelling ;
- A PhD in Economics/econometrics will be an added advantage ;
- A track record of research in various dynamic macroeconomic modelling – Global Vector Autoregressive Analysis (GVAR) and other simpler Autoregressive Integrated Moving Average (ARIMA) models ;
- At least 10 years working experience in economic research, macroeconomic modelling and macroeconomic research is a strong advantage ;
- Sound teaching experience in Economics, Econometrics, Development Economics, Statistics, Mathematical Modelling, Finance and International Finance will be an added advantage ;
- Knowledge of modelling in Matlab, Stata, Octave, Eviews and Dynare is essential ;
- A focus on emerging and developing countries, especially in Africa, is highly recommended ;
- Knowledge of technical assistance and policy dialogue in diverse developing country setting, especially Africa ;
- Sound understanding of the Bank’s regional member countries’ diversified development challenges and capacity building needs, knowledge and skills in Regional Member Countries ;
- Excellent oral and writing skills in English or French and good working knowledge of the other ;
- Willingness to learn and take advice from the supervisor and peers and Be nationals of one of the member countries of the Bank.

- The African Development Institute invites qualified Individual Consultant to indicate their interest in providing the above-described services. Interested eligible individual consultants should respond with information on proof of their qualifications and experience (CV, qualifications, documentation, references for similar services, experience in comparable assignments, etc.), demonstrating their ability to undertake this assignment ;
- The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Individual Consultants. Please note that interest expressed by a prospective consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
- The estimated duration of services is six (6) months with possibility for renewal in line with AfDB’s Rules and Procedures ;
- Place of assignment : The duty station is Abidjan, Cote d’Ivoire ;

- Remuneration :
The remuneration will be an all-inclusive monthly fee to be negotiated, and in compliance with the Bank’s established remuneration scale considering requisite qualifications and experience.

- Establishment of the Shortlist :
A shortlist of three to six individual consultants will be established at the end of the request for expressions of interest period. The consultants on the shortlist will be judged on the following criteria based on their updated resume :
