Expressions of interest are requested for a Short-Term Individual Consultant.

 

 

Brief Description of the Assignment : In furtherance of its mission, PIAC seeks to recruit a consultant (individual consultant or consulting firm), to :

  • Identify and assess Money Laundering (ML), Terrorist Financing (TF), Illicit Financial Flows (IFFs), and other integrity risks in Bank Group operations ;
  • Use the results of the risk assessment to develop an integrity risks assessment framework and /tool for continuous monitoring of identified and emerging risks and tracking of mitigation measures.

Department issuing request : Office of Integrity and Anti-Corruption (PIAC) of the African Development Bank (Bank).

Duration of assignment : 12 Months

Eligibility Criteria : Determination of a shortlist and the selection procedure shall be in accordance with the Bank’s “Rules and Procedures for the Use of Consultants”. Please note that interest expressed by an individual does not imply any obligation on the part of the Bank to include the individual on the shortlist.

Expected start date of the assignment : 15 November 2021

Location of assignment : Home based with missions to Abidjan, Cote d’Ivoire.

A shortlist of three to six applicants will be established at the end of the request of expression of interest.

The following criteria shall be used for the assessment of submissions :

  • Technical Criteria Weight – 70% ;
  • Financial Criteria Weight – 30%.

Only candidates obtaining a minimum of 70% of the total technical points will be considered for the Financial Evaluation.

The successful consultant shall be required to sign a non-disclosure agreement with the Bank.

TERMS OF REFERENCE

FOR ACONSULTANT TO SUPPORT OUTREACH ON OUTREACH AND ENGAGEMENTS

Background :

The African Development Bank (Bank) is the premier multilateral development finance institution fostering economic growth and social progress in Africa. The Bank’s primary goal is to reduce poverty and improve the living standards of all Africans by mobilizing resources in and outside Africa. The Bank is dedicated to tackling the full complexities and challenges of development on the continent by providing financial and technical assistance to development projects and programs in regional member countries. It has integrated operations of lending directly to the public and private sectors through a variety of financing instruments as well as providing advisory services.

PIAC develops preventive measures to proactively reduce the potential for corruption, fraud, misconduct and other sanctionable practices within Bank Group Financed Operations. The department has the overriding mandate within the Bank to carry out independent investigations into allegations of Sanctionable Practices (coercion, collusion, corruption, fraud and obstruction) in Bank Group financed operations and corporate procurement. The Department also PIAC’s operational responsibilities further include risk assessments, project integrity reviews, integrity due diligence assessments and the monitoring of risks related to money laundering and illicit financial flows.

 

SCOPE OF WORK :

The assignment will require the following activities :

  • Gain an understanding of the AFDB’s operations (e.g., products, services, activities, etc.) third parties and counterparties (e.g., partners and contacts) with whom the AFDB interacts ;
  • Identify and assess ML/TF/IFFs and other integrity risks of Bank products, services, activities, delivery channels, geographies, counterparty relationships and other qualitative risk areas ;
  • Assess existing AML/CFT/CIFFs and integrity risks controls, identify residual risk exposures, and identify mitigating measures for ongoing monitoring ;
  • Identify risk indicators that provide early warning signals on the trend of residual risk exposure ;
  • Review existing AML/CFT, integrity due diligence policies and procedures, process flows, tools, and trainings ;
  • Conduct interviews and other information gathering exercises with key staff across the Bank ;
  • Share the results of the risk assessment with PIAC Staff ;
  • Draft and finalise integrity risks assessment report and assessment framework/tool, and
  • Consult with PIAC’s Management periodically, to provide progress updates and receive direction on execution of the assignment.

EXPECTED DELIVERABLES : 

The consultant shall submit following deliverables :

  1. Inception report including a methodology agreeable to the client department ;
  2. Draft and finalized integrity risks (i.e., money laundering, terrorist financing, fraud, corruption, sanctions, and others) assessment report with clear recommendations for improvement of current AML/CFT/CIFFs and integrity measures of the Bank Group ;
  3. Draft and finalized Integrity risks (i.e., money laundering, terrorist financing, fraud, corruption, sanctions, and others) assessment control framework and /tool for continuous monitoring of ML-TF-IFFs, fraud, corruption and sanctions risks and tracking of mitigation measures in Bank Group operations and activities. This shall include the identified risk indicators to support the monitoring program ;
  4. Draft and finalized integrity risk matrixes.

The tasks of this consultancy shall be performed, and specific deliverables submitted, measured, and remunerated as per the table below.

METHODOLOGY :

  • The consultant shall develop an appropriate methodology agreeable to the Bank, at the inception phase ;
  • The methodology for the review may include data collection methods comprising desk reviews, interviews, focus group discussions and surveys.

 

LOCATION OF THE ASSIGNMENT :

  • This consultancy shall be home based, with possible missions to Abidjan, Côte d’Ivoire ;
  • Travel costs will be paid in accordance with the Bank’s Travel Policy.

 

COMMENCEMENT AND DURATION :

The assignment will be for a period of 12 months, commencing on 15 November, 2021.

ESSENTIAL SPECIALIZED SKILLS/COMPETENCIES :

Academic Qualification : Master’s degree or equivalent, in anticorruption, compliance, law, business management, public policy, or related fields in the social sciences (For firms, same qualification among staff proposed to implement the consultancy)

Work Experience :

  1. At least 10 years work experience in the areas of anti-corruption, anti-money laundering, counter terrorist financing or combating illicit financial flows and risk assessment ;
  2. Demonstrable experience conducting integrity risk assessments and evaluations relevant to the current assignment ;
  3. Demonstrable experience in developing integrity risk assessment tools and policies and integrity Key Risk Indicators ;
  4. Experience working with an international organization, a multi-lateral development bank or international is desirable.

Language :

The Bank conducts official business in both English and French and has documentation in both languages. The consultant shall have the ability to communicate effectively (written and oral) in English or French, with at least a working knowledge of the other.

 

REPORTING CHANNEL AND PROCEDURES :

  • The consultant shall report to the Director of PIAC, through the staff designated for that purpose ;
  • The consultant shall provide periodic updates in writing, on progress made and challenges encountered ;
  • The deliverables itemized at paragraph 3 above shall be delivered in the English Language and proofread to a professional official communication standard.

 

SUBMISSION OF PROPOSALS AND ASSESSMENT :

Interested consultants must submit the following documents/information to demonstrate their qualifications :

  1. Letter of Expression of Interest (EI) confirming interest and availability for the assignment ;
  2. Technical proposal with Technical Approach, Methodology, and Workplan. This should explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out of the activities, and obtaining the expected output. The Applicant should also provide a preliminary workplan broken down by deliverable ;
  3. Financial proposal quoting a lump sum in USD.
