TERMS OF REFERENCE
JUNIOR CONSULTANT TO SUPPORT TRANSBOUNDARY WATER STUDIES IN THE WATER AND SANITATION DEPARTMENT
INTRODUCTION: The African Development Bank :
The African Development Bank (AfDB), established in 1964, is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. AfDB’s primary goal is to reduce poverty and improve living standards by mobilizing resources in and outside Africa and providing financial and technical assistance for development projects and programs in Africa.
The Water Development and Sanitation Department (AHWS) :
The Water Development and Sanitation Department (AHWS) is part of the Agriculture, Human and Social Development Complex (AHVP). The AHWS is responsible for the coordination of the Bank’s water development and sanitation-related activities to enhance synergies and contribute to achievement of all High 5s (Feed Africa, Industrialize Africa, water-related Power and Light Africa, Integrate Africa, and Improve the Quality of Life). Through its two Divisions: AHWS.1 for water coordination and partnerships, and AHWS.2 for water security and sanitation, and the African Water Facility (AWF), the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. It also supports regions with regards to complex projects. The Department is also responsible for the origination of Non-Sovereign Operations (NSOs). In so doing, the Department leads the scaling-up of the Bank’s contribution to Africa’s efforts to attain water security and sanitation for sustainable socio-economic transformation.
The Transboundary Water Studies Junior Consultant :
In Africa, about 60 watersheds cross at least one border and jointly cover around 40 percent of the continent. The continent’s tremendous water resources have the potential to stimulate economic growth, secure livelihoods, and alleviate poverty. For African countries, whose watersheds and river basins lie totally within their own political boundaries, adapting to climate change will be complicated enough. When the water resources traverse national boundaries, the management of shared water resources, in a changing climate, will be especially difficult. Most transboundary water agreements in Africa assume that water supply and quality will not change. Furthermore, these treaties fail to include adequate mechanisms for addressing changing social, economic or climate conditions. Therefore, coordinated transboundary cooperation, and adaptation, is required if countries and communities, across Africa, are to benefit from the full range of resilience options available to them.
The AHWS is interested in exploring the variety of approaches that can be incorporated into existing transboundary agreements to allow for flexibility in the face of climate change. Although important, current approaches are highly focused on water scarcity – they are less applicable to other potential climate change impacts, including increased intensity of floods and water quality concerns. The effectiveness of these agreements is critical to the Bank’s current and planned investments in transboundary water management organizations on the continent. The proposed work will expand the scope of these approaches to include a broad range of water-related climate change impacts, and explore global lessons, where these other approaches have been implemented. The proposed assignment will also include systematic examinations of the vulnerabilities of specific basins’ water management systems to climate change by exploring adaptation strategies across a wide range of potential future conditions. Extensive quantitative and qualitative analyses will be used to identify strategies that demonstrate successful system performance over a wide range of plausible futures.
The hiring unit, the Water Coordination and Partnerships Division (AHWS1), plans to recruit a Junior Consultant to support this study on Climate Change and Transboundary Waters in Africa.
OBJECTIVES OF THE ASSIGNMENT :
The main objective of the Junior Consultant’s assignment is to support the teams in the Water Coordination and Partnerships (AHWS1) division. Specifically, s/he will provide support to the development of ESWs that will be developed during this period. The Consultant will be expected to support study design and implementation, data collection and management in the delivery of Departments’ studies.
The Consultant will also support in implementing the work programs of the Division’s ongoing initiatives, as well as to monitor progress towards achieving the objectives of the High-Five Strategy. The Consultant may also be required to join Bank missions.
MAJOR ACTIVITIES AND DELIVERABLES :
Activities :
- Support the economic and sector work (ESW) and studies of AHWS1; leading to pipeline build-up ;
- Support in the drafting of the Concept Notes for the studies on Climate Change and Transboundary Water Agreements, which will involve stakeholder consultation across the continent ;
- Support the Department and Division to plan and organize meetings and workshops through concept design, identifying viable partners and logistics support ;
- Undertake any other assignment as determined by AHWS management in conjunction with Water Coordination and Partnerships (AHWS1) Task Managers, to assist with PowerPoint presentations, preparing brief and background papers.
Deliverables :
- Summaries of ESWs data collection and analysis, draft briefing reports, drafts and the final version of the ESWs ;
- Convene multi-stakeholder meetings and workshops for the development of the studies ;
- Draft communication tools for the studies, including flyers, policy briefs, and posters ;
- Draft dissemination plans for the studies ;
- Monthly reports on activities and results of the assignment as per the scope above; and
- Other deliverables as may be required.
ADMINISTRATION AND REPORTING :
The Junior Consultant will work under the overall guidance of the AHWS1 Manager and specific day to day guidance under the Chief Water Resources Management Officer in the Department.
DURATION AND LOCATION :
The duty station of the Junior Consultant will be the Bank Headquarters’ in Abidjan but the Consultant will be home based until the COVID-19 remote work order is withdrawn. The Consultancy is for five (5) months, with possible extension based on satisfactory performance of incumbent roles. Consultant may also be required to join missions outside Cote d’Ivoire, if the current travel restrictions are lifted during the consultancy period.
REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE :
- Less than 32 years old, and a citizen of a member country (regional or non-regional) of the AfDB ;
- At least a Master’s degree or equivalent in Water or Natural Resource Management, Development Studies, Water Engineering, Environmental Science, Environmental Engineering or a related field ;
- At least two years, and a maximum of five years, of relevant experience working on analytic projects on climate change, transboundary river/aquifer cooperation, and water security ;
- Excellent understanding of Energy-Water-Food nexus issues in the context of Basin communities in Africa ;
- Strong research experience and satisfactory organizational and planning proficiency ;
- Excellent writing and communication skills, preferably in both English and French ;
- Ability to prepare detailed reports on workshops and other convening activities ;
- Self-motivated with strong sense of initiative and, demonstrated ability to efficiently manage and perform multiple tasks ;
- Prior experience in a multilateral bank will be an advantage ;
- Good knowledge of the Bank’s standard software (Word, Excel, Access, PowerPoint, SAP and web tools), proficiency in website management, a plus.
ESTABLISHMENT OF THE SHORTLIST :
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume/CV.
