The Government of Rwanda has received financing support from the Sustainable Energy Fund Africa (administered by the African Development Bank) to support the development of Mini-Grids in the Country and intends to procure consultancy services for conducting the feasibility studies and roll out plan for 30 mini grid sites and preparation of tender documents.

The services included under this project are (a) Validate a list of 30 mini-grid sites among the sites already identified by EDCL, (b) Analyze the options for mini grid that enable private sector investment and/or involvement using the PPP operational models. (c) Develop a technical, financial and socio-economic feasibility study including ESIA for each site, (d) Propose a roll-out strategy to enable the implementation of these mini-grid sites and (d) Prepare a tendering scheme and associated documentation for the 30 sites. The assignment must be conducted by a consulting firm with evidence of not less than 10 years of national, regional or international experience in mini-grids particularly in renewable energy technologies and rural Electrification. The firm should prove having conducted similar assignments. The assignment will be conducted within a period of not more than Seven (7) months.

The Energy Development Corporation Limited (EDCL), now invites eligible consultancy firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 revised in July 2012, which is available on the Bank’s website at http://www.afdb.org. Interested consultants may obtain further information at the address below during office hours from 7:00 am to 5:00 pm.
