TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.

Consultancy – Statistician

BACKGROUND

The Syria crisis has affected tens of thousands of Palestine refugees residing in Syria as they have been displaced and forced to migrate – once again. Large-scale displacements have occurred within Syria many having had to seek interim shelter options in UNRWA installations and sub-standard housing. Others have fled to Lebanon and Jordan – or further abroad. As UNRWA is engaged in emergency assistance in Syria, Jordan and Lebanon for this population, the interventions are accompanied with efforts to monitor situational trends and needs.

In order to ensure that the collected data is analyzed in-depth, formatted and can be interpreted to ensure its utilization by programme planners and managers and for advocacy purposes, UNRWA is seeking the support of a Statistician.

As all three fields of UNRWA operations of concern (Syria, Jordan, Lebanon) have engaged in data collection and monitoring exercises to generate information for planning, monitoring, targeting and impact assessment purposes, but there is need for harmonization of data collection tools, methodologies or analytical frameworks. In the absence of this, it becomes difficult to inter-relate information on the situation of Palestine refugees affected by the Syria crisis including an analysis of the effects of programmatic responses in the three fields.

In order to ensure that UNRWA’s efforts of data collection and analysis are standardized against quality standards and a basic analytical framework depending on information needs and anticipated use, a basic tool kit for implementation of emergency related assessments and monitoring mechanisms needs to be developed for easy implementation. Further, an inventory of existing information and data needs to be maintained for future references, including information generated by third parties. UNRWA wishes to enhance its relations with inter-agency and UN based assessment frameworks implemented regionally or in the three countries so as to benefit from any new development related to data collection, analysis or data sharing practices. It equally remains important that UNRWA maintains a comparative overview of data collection exercises and results related to the Syrian populations inside Syria as well as those residing in Lebanon and Jordan. The consultant will spend 50% of their work specifically on activities related to the Syria emergency response of the Jordan Field Office.

Description of Duties and Responsibilities

· Provide statistical support including quality assurance measures to ongoing data collection and analysis activities carried out in Jordan, Lebanon and Syria for Palestine refugees from Syria affected by the crisis;

· Carry out additional data processing and analysis activities as per information needs for programme planning, evaluation, advocacy, reporting, poverty assessment and targeting purposes to monitor the situation of the affected respective population group;

· Provide for analytical reports on specific subject matters related to additional data and information needs;

· Support/lead the development of a vulnerability/resilience monitoring tool kit for UNRWA to be applied in emergency situations including questionnaire, data collection methodology, survey manual, data analysis options and tabulation plans;

· Provide capacity building measures for applying the vulnerability/resilience monitoring tool kit;

· Build and maintain an exchange of statistical and research information with relevant UN and other humanitarian agencies on Syrian Crisis.

Essential Qualifications and Experience

· A university degree from an accredited educational institute in statistics, economics, applied mathematics or a related social or management science discipline with a significant statistical, quantitative analysis and research methods component;

· At least 4 years of experience in the application of knowledge as per the above primary duties and responsibilities in an operational, academic or government research context;

· Proven ability to design and manage implementation of complex surveys

· Proven ability to analyze data and produce comprehensive survey reports

· Ability to work in multicultural environment;

· Excellent command of Arabic and English.

Competencies

· Excellent organizational skills, independent and disciplined with initiative to prioritize effectively and to maintain accountability;

· Advance knowledge in the use of econometric tools and statistical software (e.g., SPSS, STATA, SAS);Familiarity with the situation of Palestine refugees;

· An understanding of the sensitivity of data protection issues;

· Ability to work under pressure and within a team.

· Ability to travel to Jordan, Lebanon and the Syrian Arab Republic

Desirable Qualifications

· Post-graduate degree in statistics, economics, or any relevant discipline.

EXPECTED DELIVERABLES

· The establishment of systems and procedures (including the development of an vulnerability/resilience assessment toolkit) that ensure regular production of statistical information that informs emergency programming.

· Technical assistance to ongoing data collection and analysis activities

· Production of statistical reports of internal and external assessments in user friendly language and presentation.

CONDITIONS OF SERVICE

· The duration of the consultancy is 12 months;

· Monthly remuneration will be USD $4,000 (JD2,829) depending on the qualifications and experience of the consultant; two days annual leave per month and no other benefits except for travel related expenses;

· The consultant will be based in Amman at the Relief and Social Services Department, UNRWA headquarters and is expected to travel upon need to Lebanon, and the Syrian Arab Republic as and when required and feasible.
