Purpose :

The position requires a dynamic, innovative and passionate teacher professional development specialist to lead the CPD initiative. The CPD Coordinator is key to achieve the intended results of this CPD model being rolled out for the first time in Somalia and Somaliland and achieving dramatic impact on the lives of girls, boys and communities.

 

Position Summary :

Relief International requires an enthusiastic, creative individual to lead and coordinate the teacher continuous professional development (CPD) interventions across the education portfolio in Somalia and Somaliland.

The current education portfolio includes a number of holistic, multi-year projects funded by DFID, EuropeAid and USAID working with over 230 primary and secondary schools, and implemented in partnership with several international and local NGOs. RI’s CPD model is an innovative approach, collaboratively designed and implemented with the Ministries of Education and Teacher Training Institutes, with the aim of improving teaching and learning in schools, ultimately resulting in increased learning outcomes.

The CPD Coordinator would play a key role in this programme, in relation to the development and implementation of CPD plans, compliance with and further development of required technical quality and managing effective coordination and liaison with relevant stakeholders (including ministries and donors) to ensure the results of CPD are achieved as per the project results frameworks.

Further, the role requires effective line management of a CPD officer and active coordination with consortium partners, especially CPD officers and focal persons, Project Managers and Teacher Training Institutes to ensure quality and standards are adhered to, as well as working closely with Relief International Education Advisers and staff at country, regional and global levels.

 

Essential responsibilities and duties :

Planning, Coordination and Implementation :

  • Work closely with the RI Education Adviser and Education Program Director in the preparation, regular review and revision of the CPD workplan ;
  • Lead and ensure that the CPD workplan implementation in the operational areas are in line with education projects’ implementation plan ;
  • Ensure the CPD workplan is reviewed regularly to capture the local context and priorities of relevant various stakeholders especially various Ministries of Education ;
  • Line manage the RI CPD Officer and technically coordinate partner CPD Officers ;
  • Work closely with Education Program Director, Deputy Director of Programme Quality and Country M&E Manager to ensure that centrally managed interventions of CPD are properly implemented across the locations with close coordination of relevant line ministries and NGO partners.

Technical Quality, Support and Capacity Building :

  • Provide/organize technical leadership and resources and ensure they are available to all relevant actors involved in implementation of CPD ;
  • Establish clear technical standards for the interventions across the projects ;
  • Actively participate in different technical and working group mechanisms within the education sector in Somalia and Somaliland to contribute to and ensure compliance with the Education Sector Strategic Plan, policies and procedures ;
  • Keep abreast of the latest technical development in the education sector especially in either through own learning, or through technical advisers, and ensure that applicable methodologies and technical breakthroughs are incorporated in program design and delivery.

Monitoring, Evaluation and Reporting :

  • Lead and review the MEL Plan for CPD in close consultation with the RI Somalia MEL Manager, respective partner Project Managers, TTIs and MoEs ;
  • Ensure timely monitoring and evaluation of the overall CPD programme as well as its different components as per agreed standards and quality ;
  • Draft/review reports as required by the Education Programme Director, Fund Manager/Donor and other stakeholders in compliance with standards set by Relief International.

Lobbying and Advocacy :

  • Working closely with the RI Education Adviser, Education Programme Director and the Education Team lobby for replication of CPD in other education projects ;
  • Actively work towards establishment of a network of CPD practitioners across UN and I/NGOs and advocate of expansion and adoption of CPD at the states and federal level.

Other :

  • Comply with all RI organizational policies and practices including financial, procurement, health and safety, equal opportunity and other relevant policies and procedures ;
  • Comply with the requirements of RI’s Child Protection and Safeguarding Policy to ensure maximum protection for children ;
  • Ensure the effective and efficient use of all RI resources in order to ensure value for money and ensure fairness and safety in the workplace ;
  • Other duties as directed (Obviously this needs to only include duties that could be reasonably expected to be carried out by someone with the skills, experience and seniority associated with the job in question) by the supervisor;

 

 

Minimum qualifications, competencies and experience :

  • Master’s Degree in Education, humanities, development studies or related field, or Bachelor’s degree with demonstrated experience ;
  • Practical experience in Teacher Professional in Fragile contexts ;
  • Strong technical understanding and capacity in developing and implementing Education programming ;
  • At least three years’ experience in teacher professional development at a senior/national level ;
  • Proven skills in leading, managing and mentoring teams – including line management and remote management ;
  • Experience and knowledge of national education system(s) ;
  • Experience and understanding of Monitoring and Evaluation systems ;
  • Commitment to realizing children’s rights ;
  • Good written reporting skills ;
  • Commitment to promote Relief International’s mission and vision and a passion for promoting girls’ education ;
  • Strong interpersonal and communication skills ;
  • Excellent spoken and written English ;
  • Ability to work within the context of a challenging/fragile environment ;
  • Previous work experience in Somalia or similar context ;
  • Computer literate – Microsoft Word, PowerPoint and Excel.
