Job description

Position : Deputy Director, Education Program Quality

Location : Garowe, Somalia with significant travels to Nairobi

Duration : 2.5 years

Reports to : Education Team Leader

RI has been implementing basic education projects in Somalia since 2009 and other complex and fragile contexts (e.g. Jordan, Afghanistan, and Pakistan etc.).

 

Summary of Responsibilities :

The successful candidate will lead in the areas of programme quality and monitoring, evaluation and learning (MEL). The Deputy Director, Education Program Quality has overall responsibility in meeting project outcomes, targets and wider impact as detailed out in the project Theory of Change and Logframe and to be verified by rigorous internal and external monitoring and evaluation mechanisms. As part of this, s/he will be responsible for ensuring implementation of activities across the project locations are in line with agreed strategies and approaches. Second, the Deputy Director will provide leadership in quality monitoring and evaluation of the project interventions as per agreed MEL Framework and Evaluation Plan, including supervising the Country MEL Manager.

 

Responsibilities :

Program Quality

  • Assist in strategic direction, supervision, and successful implementation of the program in close coordination with Education Team Leader ;
  • In coordination with the Education Team Leader, Country Finance Manager and Country MEL Manager, participate in regular meetings and discussions with the relevant managers of the consortium partners, providing leadership and inputs in these meetings on issues of program quality ;
  • Review quarterly and annual reporting to fulfil all donor reporting requirements, finalisation and submission of programmatic reports in a timely manner ;
  • Ensure accountability, gender, social inclusion and protection/safeguarding principles are mainstreamed in all steps of the project cycle.

Monitoring, Evaluation and Learning

  • Ensure the monitoring of project implementation to determine the extent to which goals are being met and including these findings in reports ;
  • Lead in the development of an education learning agenda for systematic generation of knowledge and capturing evidence of impact ;
  • In close collaboration with Education Team Leader, Country Finance Manager and Country MEL Manager, lead in recruitment of the qualified external evaluator for the program following RI and Fund Manager’s guidelines and procedures ;
  • In close coordination with the Education Team Leader, and Country MEL Manager, ensure external evaluation requirements are met in accordance with the contractual obligations.

Program Development

  • In close collaboration with Education Team Leader, Program Development Manager and Country Director actively participate in and contribute to new education opportunities and program partnerships/consortiums in Somalia ;
  • Provide technical design and writing inputs for all country program education proposals.

 

Education Technical Design and Implementation

  • In close collaboration with RI’s Global Education Technical Lead, identify, design and implement evidence-based education interventions including teacher continuous professional development, effective school leadership capacity building, remedial and accelerated education programming, and lifeskills and Social-Emotional Learning interventions.
  • Build the technical capacity of program and field teams.
  • Contribute to and drive at country-level RI’s global education strategy and positioning, including through networks such as INEE and the Global Education Cluster.

 

Minimum Requirements :

  • Minimum 5 years of experience in program management ;
  • Required experience in technical education programming, with girls’ education, teaching and teacher professional development, and marginalized populations experience highly desired ;
  • Master’s degree in International Development, Education, Social Science, Development Studies, or related field; Master’s degree in Educational Administration is preferred ;
  • Experience in program design and implementation, particularly targeting socio-economically marginalized communities in complex emergency and post-conflict settings ;
  • Prior, demonstrated experience developing training design and implementation for or project staff, community facilitators, and other project stakeholders ;
  • Previous experience in Somalia highly desired ;
  • Excellent communication and presentation (oral and written) skills in English ;
  • Demonstrated decision making, problem solving, and team building ability ;
  • Ability to work effectively in a fast-paced, stressful environment ;
  • Must be flexible, willing to perform other duties and work irregular hours.
