Context :

The Power, Energy, Climate and Green Growth Sector Complex (PEVP) of the African Development Bank has the purpose of fulfilling the objectives of “Light Up and Power Africa” – principally achieving universal access to energy by 2025 across Africa. PEVP oversees strategy and policy development in the energy systems space; builds alignment across stakeholders and represents the Bank with external stakeholders; originates projects, develops new, innovative financing instruments; and ensures delivery of the “Light Up and Power Africa” agenda.

Within PEVP, the Energy Financial Solutions, Policy, and Regulation Department (PESR) has among its objectives to support the Bank’s Regional Member Countries, and African sub-regions in the establishment of relevant energy policies and clear, predictable and transparent regulation frameworks to ensure financial sustainability of the sector and mobilize private investments for the development of energy projects in Africa.

The PESR Department is seeking to recruit a consultant with substantial energy, economic and development background to support the delivery of the PESR 2019 Work Plan.

The African Development Bank invites eligible individual consultants to indicate their interest in providing the following services:

  • finalization of key ongoing PESR core deliveries, including completing energy sector policy action plans for selected African countries;
  • assist in the preparation and implementation of projects, programs, and grants;
  • contribute to develop and identify innovative financing sources for energy projects;
  • assist in the preparation of an Africa energy knowledge forum, and;
  • undertake any other PEVP tasks that the PESR management may assign.

Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, a reference to similar services, CVs, experience in similar assignments, etc.).

The eligibility criteria, the establishment of a short list, and the selection procedure shall be in conformity with the Bank’s Rules and Procedures for the Selection of Individual Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. The Bank reserves the right to cancel or post-pone this REI process.

The duration of services is twelve months, and the expected starting date is August 1st, 2019.

Department issuing the request: PESR

 

Minimum Required Qualifications and Experience :

  • Citizenship of a member country of the AfDB (regional or non-regional).
  • A minimum of a Master’s degree or equivalent in Economics, International Development, Business Administration, Finance, Energy or any other relevant discipline.
  • At least five years and a maximum of eight years of work experience with a relevant focus on the energy sector.
  • Demonstrated experience on development issues, on African countries and on Multilateral Development Institutions.
  • Excellent written and verbal communication skills in English and good knowledge in French.
  • Demonstrated strong technical and analytical skills; dynamism; results-orientation; and problem-solving capability.
  • Working knowledge of Microsoft operating systems (PowerPoint, Word, Excel) and Stata.

Place of assignment: Tunis (Tunisia)

Duration of the assignment: Twelve (12) months. The Bank could extend the duration of the contract, subject to performance and availability of funds.

Date of commencement: August 1st , 2019

Deadline for applications: July 17th, 2019 at 5 pm local time (Tunis, Tunisia)
