The Government of Angola (GoA) has received financing from the African Development Bank toward the cost of the Institutional and Sustainability Support to Urban Water Supply and Sanitation Service Delivery and intends to apply part of the proceeds of the loan to payments under the contract for CONSULTANCY SERVICE FOR DEVELOPMENT OF THREE MODULES FOR WATER AND SANITATION SECTOR INFORMATION SYSTEM (SISAS) (CO34-ISSUWSSSD).
The services to be provided under the assignment include but are not limited to the following: During Phase I of the Service (Phase of Designing, Developing and Testing of the application), the objectives of the services are (i) To create and establish a database for collection of all data for water supply system and waste water treatment plant. (ii) Develop a computer programme to monitor information flow from the provinces to the central data base (iii) Establish a web application to serve as interphase for the system. (iv) Testing the System in 3 selected provinces and head office. (v) Provide on-the-job training to the National Water Directorate (DNA) staff and the Consultants working for SISAS (Water and Sanitation Sector Information System) under DNA in designing, development and testing of the application. During Phase II –Implementation Stage of the service, the objectives include (i) Lead the implementation, updating and troubleshooting of the system created in Phase I of the service. (ii) Follow up the established system and assist DNA in running the application created during Phase I. (iii) Provide on-the -job training to the DNA staff and the Consultants working for SISAS in running the system, updating and troubleshooting. (vi) Propose a way forward to scale up the system establishes for SISAS. Phase I will be Lumpsum contracts with estimated duration of 6 months. The Phase II assignment will be conditional upon the successful completion of phase 1 assignment and acceptance by the client. It will be Time-Based contract with duration of 12 months.
The Ministry of Energy and Water (MINEA), through the National Water Directorate (DNA), now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must send their CV providing information demonstrating that they are qualified to perform the services, namely their qualifications and experience, their ability to undertake this assignment (reference to similar services, experience in similar assignments, experience in similar conditions, availability, etc.). Required qualifications include: (i) Minimum of BSc Degree in IT, Computer Science, Software Engineering or related fields. (ii) At least 10 years of working experience in IT related works. (iii) At least 5 years of experience as a senior or leader in software development or design of database application or Web site development. (iv) The Consultant must submit at least 2 successfully completed similar services during the last 5 years in which he/she was a lead in one of them and key personnel in the other one. (v) Working experience in Water Supply and Waste Water Managements Projects is an advantage. (vi) Skill in Portuguese language is advantageous . (vii) Skill in English Language in Writing and speaking is required.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org.
