The Government of the Republic of Namibia has received financing from the African Development Bank toward the cost of the TRANSPORT INFRASTRUCTURE IMPROVEMENT PROJECT, and intends to apply part of the agreed amount for this loan to payments under the contract for Road Safety Audit Services for the Windhoek-Hosea Kutako International Airport Road to Dual Carriageway Standards: Phase 2A.
The services included under this project are to undertake a Road Safety Audit of the proposed road upgrade aimed at identifying potential road safety problems from the point of view of all road users. The services shall entail a desk study to acquaint with road safety standards in Namibia, review the detailed engineering design of the road upgrade with respect to road safety provisions, and identify inadequacies and potential risks to the road users. The output from the services shall include recommendation of corrective measures to address the inadequacies and identified risks. The Executing Agency for the project is the Ministry of Works and Transport, with the Roads Authority charged with the responsibility to manage these services. The services are expected to be implemented over a 48-month period with intermittent inputs.
The Roads Authority of Namibia now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘Procurement Policy and Methodology for Bank Group Funded Operations (BPM)’, dated October 2015 which is available on the Bank’s website http://www.afdb.org.
