Title of the assignment: AfCoP Communication Expert

Brief description of the Assignment: Consultancy service to develop a communication strategy basis on AfCoP global Strategy 2019-2023 in order to promote the building of a results-based culture in Africa

The AfCoP Secretariat now invites individual consultants to indicate their interest in providing the above-described services. Interested eligible consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (documents, reference to similar services, experience in similar assignments, availability etc.), in addition to their CV.

Eligibility criteria :

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Corporate Consultants”.

The AfCoP Secretariat is under no obligation to shortlist any consultant who expresses interest.

Background :

The African Community of Practice on Managing for Development Results (AfCoP) is a Pan-African, non-governmental and not-for-profit organization, committed to the development and promotion of a results culture in Africa to contribute to the Africa transformation agenda. It was established in 2007, in the context of the Paris Declaration, in response to the commitment of African countries to adopt the principles and practices of MfDR to create sustainable change in the lives of their populations.

AfCoP is a coalition of African leaders from all components of society engaged in a shared commitment to the philosophy of results-based development. Its members are public administration officials, parliamentarians, representatives of civil society, the private sector, academia, the media and development partners. They currently come from 43 African countries.

Beginning in 2017, AfCoP has embraced a renewed vision of becoming the leading institution and voice of Africa in the area of managing for development results. It has adopted a strategic plan for 2019-2023 which setting out a 5-year objective to become the the main repository of Managing for Development Results (MfDR) knowledge in Africa. it is envisioned that the Repository will be a proactive, creative and innovative platform in generating MfDR knowledge adapted to the socio-cultural context of the Continent; it is expected that it will be relevant for a wide variety of actors working in the development field, with an emphasis on building capacity for the implementation of results-oriented programmes to impact public policies.

The strategic plan is based on four pillars: 1) developing capable institutions; 2) promoting stronger regional integration in Africa; 3) supporting research and knowledge-sharing in MfDR; and 4) sustaining AfCoP’s internal institutional capacities. Implementation of this strategic plan will cost USD 21.6 Millions.

To implement this strategic plan, AfCoP is resolutely committed to mobilizing all of its components (national and regional communities of practice, youth and women’s groups for results and knowledge-sharing networks) in a coordinated manner.

As part of its mandate, in the second half of 2019 AfCoP will be responsible for organizing an Africa Forum on MfDR jointly with the Republic of Senegal under the Patronage of H.E. Mr. Macky Sall (President of the Republic of Senegal). The theme of the Forum will be: “Looking back at the MfDR road in Africa: celebrating successes and drawing lessons for the future.”

The objective of the forum is to reflect on achievements of AfCoP thus far and reach a consensus on a shared vision and common principles for MfDR going forward, specifically in the context of African countries to guide the next actions of AfCoP for the most effective contribution possible to Africa’s socio-economic transformation through building capable and accountable states and results-oriented institutions. AfCoP, would like to use this platform as opportunity to create demand for MfDR services as well as an opportunity for resource mobilization, for implementing its strategic plan, 2019 – 2023.

Objectives of the consultancy :

  • To communicate toward seeking a “buy-in” of high-level authorities at the continental, regional and national levels to the AfCoP agenda for instilling a “results culture” in Africa ;
  • To mobilize and engage relevant stakeholders towards achieving the AfCoP expected results ;
  • Promote the visibility of AfCoP as an entity in Africa, by highlighting and communicating its achievements and targeting large audiences using appropriate communication tools through relevant channels.

Scope of the work :

The consultant will support the AfCoP to build a strong common message around its agenda in order to get political “buy-in” and engage with stakeholders to mobilize them around the AfCoP’s objectives. The consultant will be responsible for the following tasks :

  • Updating the AfCoP communication strategy developed in 2013 to inform African Governments, Regional groupings, and non-state actors on the mandate/mission and activities of AfCoP, in order to promote the building of a results-based culture in Africa, and to create a passion and commitment to advance the cause of and the interest in managing for development results. : (make a diagnosis of the 2013 communication strategy : capitalize on the positive points?, what didn’t work and how to improve it?) ;
  • Working on AfCoP (as NGO) Brand positioning as in a mid-term the Pan African Institution for MfDR matters ;
  • Develop and disseminate practical promotional and marketing tools that will show the value- addition of AfCoP to Africa’ development efforts and what potential stakeholders can expect from the process ;
  • Identify target groups, audiences, institutions and stakeholders that could partner with the AfCoP-MfDR to advance the results agenda in Africa and identify appropriate ways to engage them for the achievement of the AfCoP expected results ;
  • Develop web/blog content and work with web developer to update the https://afrik4r.org/home-en/ to add the feasibility of AfCoP not as project but an entity. This will include imbedding social media channels (such as Facebook, Twitter, blog, etc.) and ensuring them that are properly functioning ;
  • Identify communication channels including email facility, through which AfCoP’s activities and achievements can be communicated, promoted, as well as demonstrate on how best the information can be disseminated ;
  • Define communication tools that can be used to market the AfCoP activities, disseminate AfCoP products and information and advocate for the implementation of the results agenda ;
  • Identify MfDR success stories in the national CoPs and develop other relevant knowledge products to be exhibited during the Africa Forum in MfDR ;
  • Develop communication plan and materials for the upcoming Forum and provide an outcome report after the Forum.

Major milestones to be achieved :

  • Communication strategy updated ;
  • Promotional and marketing tools identified, developed and disseminated, this will include a popular version of the Strategic Plan ;
  • Communication tools defined ;
  • Partner groups, audiences, institutions and stakeholders identified and engaged ;
  • Relevant communication channels identified ;
  • MfDR success stories and knowledge products identified and prepared for the Forum ;
  • MfDR forum Communication strategy designed and materials developed before and after the Forum ;
  • AfCoP become online visible entity before the MfDR forum

Reporting Responsibilities :

The consultant will report to the AfCoP Bureau and Secretariat.

Timeframe :

The services for the consultant will be required for a 6 months time from May – October 2019 (for 90 working days).

Profile/Experience :

The position requires the following qualifications :

  • Minimum of a Master’s degree or its equivalent in journalism, communications, international relations, or any other relevant discipline ;
  • Minimum of 10 years of proven relevant work experience in strategic communication, communications and stakeholder engagement with international organizations, bilateral aid agencies or developing countries ;
  • Practical experiences in developing countries and familiarity with Africa and experience working with African partners ;
  • Strong writing and analytical skills ;
  • Advanced understanding of the Managing for Results Agenda Understanding of the global development community and partners ;
  • Strong facilitation and communications skills; creativity in mobilizing and engaging partners ;
  • Demonstrated ability to build groups around specific issues or activities ;
  • Competence in the use of standard software applications (MS word, Power Point, Excel) High proficiency in English and or French languages.
