Title of the assignment: Conference Coordinating Consultant

 

Brief description of the Assignment :

The consultant will provide support to the Bank in delivering a successful conference both in terms of the quality, content and effectiveness of the planned events, achievement of the conference objectives and delivery of expected outputs.

Project Place of assignment:  Abidjan, Cote d’Ivoire.

Duration of the assignment: Five (5) months: 15th July -15th January 2020

Tentative Date of commencement: 1st August

Agriculture and Agro Industry Department now invites individual consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications, experience and demonstrate their ability to undertake this assignment in their CVs, including experience in similar assignments. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Individual Consultants”.  TERMS OF REFERENCE

Background and Context :

The Bank on behalf of the three tripartite agencies (African Development Bank, African Union Commission and United Nations Economic Commission for Africa) has been asked to host a Conference on Land Policy in Africa. The Conference is scheduled to take place in Abidjan from 4 to 8 November 2019. The conference is a major policy and learning event established by the African Land Policy Centre (ALPC) formally Land Policy Initiative (LPI), a joint initiative of the African Development Bank (AfDB), African Union (AU), and the United Nations Economic Commission for Africa (UNECA). The overall goal of the Conference is to deepen capacity for land policy in Africa through improved access to knowledge and information in support of evidence-based land policy development and implementation. It is a catalytic forum for presenting research activities and focusing the attention of regional economic communities, Governments, parliamentarians, farmers, researchers, civil society, private sector, and donors on the issues and status of land policy development and implementation in Africa. Close to 400 people are expected to participate.

The African Union has declared 2019 as the “Year of Refugees, Returnees and Internally Displaced Persons in Africa: Towards Durable Solutions to Forced Displacement”. In support of this declaration, the theme of the third Conference is: Winning the fight against Corruption in the Land Sector: Sustainable Pathway for Africa’s transformation. The Conference will seek to identify policy and strategic priorities for reducing impoverishment in support of sustainable growth, which is inclusive of all constituencies. The Conference will pay particular attention to gender land considerations, and to generating perspectives on how persisting policy bottlenecks might be addressed over the coming decade. The Conference will also be an opportunity for delegates to deliberate on how land governance frameworks, which are likely to prevail over the coming decade, can be implemented by African Union Member States in a coherent manner”.

The overall objective of the Conference is to deepen commitment and strengthen capacity for land policy development, implementation and monitoring in Africa through improved access to knowledge and information in support of evidence-based land policymaking. The specific objectives of the Conference are to:

  1. Share and exchange knowledge on:
  • Issues related  to  land  rights,  with  specific  attention  to  tackling  corruption  in  the administration of land rights ;
  • Use of technologies and innovation to enhance transparency and accountability in land governance ;
  1. Provide space for informed policy dialogue among stakeholders on policy options to fight corruption and enhance land governance, strengthen access to land by all land users including youth and women, and recognize the customary based land rights of African communities; and
  2. Share experiences and best practices related to transparent, accountable and sustainable land based investments.

The Conference will also provide an opportunity for advocacy and resource mobilization in support of national and regional land policy initiatives geared towards enhanced land governance in Africa. It is expected that the conference will:

  • Improved knowledge in support of evidence-based land policy development, implementation and monitoring in Africa ;
  • Enhanced and deepened consensus amongst African policymakers and stakeholders on promising avenues for addressing land governance challenges with a focus on corruption in the land sector; and
  • Improved networking on land governance and land policy in Africa.

Key outputs of the Conference will include the following: Conference papers; Documentary on progress in land policy in Africa; Web articles; Conference Report; and Press Releases

Purpose and Objective :

The purpose of the assignment is to deliver a successful conference in terms of both the quality, content and effectiveness of the planned events, and the number and diversity of participants. Specifically, the consultant will be required to work with organizers to plan and organize the conference prior to and during the meeting.

Activities of the assignment :

  • Coordinate the organization of the conference, by the Steering Committee, Scientific Committee and Coordinating committee. This will involve managing and coordinating the processes by the three committees to assist the three organizations (AfDB, AU and UNECA) achieve conference objectives and facilitate the deliverance of the expected outcomes and the key outputs ;
  • Keep the discussions on track and focused on the agenda and topics ;
  • Develop, manage and oversee the work of rapporteurs before, during and after the Conference that include summarizing conclusions or decisions at the end of each session ;
  • Develop mechanisms for the daily reporting and evaluation of the conference progress as well as means to addressing challenges in preparation for the next day ;
  • Facilitating the press conference and interview sessions ;
  • Develop mechanism for taking and producing an overall conference evaluation report ;
  • Create a warm and friendly atmosphere for participants; and
  • Write and deliver the conference report.

Administrative and Technical Reporting :

The Consultant will work independently, under the overall guidance of the task managers for this undertaking: James Opio-Omoding, Chief Agricultural Economist; and Maria Saguti Marealle, Principal Land Tenure.

Duration of the Assignment :

The assignment will be for five (5) months. For the entire duration of the assignment, the consultant shall be physically present at the Bank’s offices in Abidjan, Cote d’Ivoire.

Qualifications and Experience Required :

  1. Advanced university degree (Master’s degree or equivalent) in communication, journalism, knowledge management, international relations, public administration or related areas. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree ;
  2. Demonstrated prior experience in managing and executing three or more high-level international conferences ;
  3. A minimum of eight years of progressively responsible experience in related field especially applied to developmental issues; knowledge of land issues in Africa; familiarity with knowledge management platforms and moderating e-discussions; cultivate productive relationships; and handling of sensitive situations involving a wide range of audiences ;
  4. Fluency in English or French, both oral and written, is required.

Remuneration :

The Consultants will be paid a competitive monthly lump sum for the entire period in accordance with Bank’s remuneration guidelines for Consultants.
