Request for expressions of interest for individual consultants Climate Resilience Officer – Abidjan, Côte d’Ivoire

Context :

  1. The Climate Finance and Environment Division (PECG1) of the African Development Bank (AfDB) hereby invites Individual Consultants to indicate their interest in the following position: Climate Resilience Officer.
  2. Under the leadership and guidance of the Climate Finance and Environment (PECG.1) manager and the Climate Investment Funds (CIF) coordinator, the Consultant’s core duties will include the following activities:
  • Engage with Bank’s investment officers, project sponsors, public representatives from African countries and other relevant stakeholders with a view to identify projects eligible for financing from the CIF as well as co-financing from AfDB;
  • Draft CIF Funding Proposals and actively engage in the review and approval process at both the CIF and Bank level;
  • Engage with CIF Pilot Country National Focal Points and Teams to ensure they are aware of new financing opportunities under the CIF;
  • Support the development of new climate change programs currently being discussed and developed by the CIF Admin Unit and the Multilateral Development Banks (MDBs) involved as an Implementing Entities of the CIF while ensuring that the priorities of the African CIF Pilot Countries are taken into account to maximize the probability of fund allocation into these countries.
  • Provide support on the day-to-day tasks of the CIF Coordination Unit. These may include:
  • Participate on CIF MDB Committee Meetings;
  • Follow-up on the decisions adopted by the CIF Governing Bodies and actions therein;
  • Contribute to the drafting and review process of documents that shall be presented to future CIF Trust Fund Committee meetings;
  • Engage with team members on tasks related to financial management, monitoring and supervision, procurement and project implementation;
  • Undertake other ad hoc activities as deemed necessary by the Division Manager and the CIF Coordinator.
  1. Interested Individual Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake the Assignment (relevant documents, information on similar services undertaken in the past, relevant experience, etc.).
  2. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s procedure for the acquisition of consulting services funded by the administrative budget of the Bank. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
  3. The position will be based in Abidjan, Côte d’Ivoire. The duration of services is 12 months [to be renewed based on performance. The expected starting date is September 2019.   4. Expressions of interest must be received by email at the address below no later than July 29, 2019 at 4 m. Abidjan local time and specifically mention “Climate Resilience Officer”.

ESTABLISHMENT OF THE SHORT LIST :

  1. A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
