AFRICA FERTILIZER FINANCING MECHANISM

REQUEST FOR EXPRESSIONS OF INTEREST

STUDY ON MALI FERTILIZER AND AGRICULTURE SECTORS

 

  1. The African Development Bank (AfDB) for the Africa Fertilizer Financing Mechanism (AFFM) hereby invites Individual Consultants to indicate their interest for the assignment to conduct a study on Mali agriculture and fertilizer sectors ;
  2. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.) ;
  3. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Procurement Policy for Recruitment of Individual Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist ;
  4. The expected duration of this assignment is 45 working days. The exact timeframe for this assignment will be negotiated in line with the proposal submitted by the successful consultant ;
  5. The Terms of Reference

In 2006, at the Abuja African Green Revolution Summit, the African Union Member States, conceived the “Africa Fertilizer Financing Mechanism” (AFFM), an initiative to improve agricultural productivity by providing financing to debottleneck the use of fertilizers. The Abuja Declaration committed African Union Member States to work together in achieving a very ambitious goal of boosting fertilizer use in Africa to achieve 50 kg/ha nutrients. The Summit charged the African Development Bank (AfDB) with the responsibility of establishing and managing the AFFM.

The main objective of this study is to make an in-depth analysis of Mali agriculture sector in general, and fertilizer sector in particular with focus to identify the key factors that contributed to the achievement of the Abuja target, and the impact of increased use of fertilizer on the agricultural production and productivity. The study will collect data on a set of indicators defined by AFFM.

The following are the specific objectives of the study:

  • Make a holistic analysis of fertilizer sector in Mali (stakeholders overview and their role, financing of the sector, market prices, supply and demand, profitability, policies and regulations, etc.) ;
  • Provide information on the evolution of fertilizer sector performances in Mali over the last 5 years, analyze the fertilizer production, cross border trade, distribution and usage per key specific crops;

AHAI – DIRECTOR :

  • Make a SWOT analysis of the sector and identify the drivers of change, remaining gaps, major opportunities, what should be done, what should be avoided ;
  • Analyze the impact of the increased use of fertilizer on agricultural production and productivity of Mali, and provide an insight on agricultural production markets ;
  • Provide key recommendations on actions that may be applicable/replicated in other countries in Africa in order to boost the fertilizer consumption.

The selected consultant will carry out the following activities:

  • Design a comprehensive study and methodologies, giving special emphasis to the participation of key stakeholders in the sector ;
  • Develop data collection techniques, formats and guidelines ;
  • Collect information across the fertilizer value chain, and nearby different stakeholders in accordance with the set of indicators to be provided by AFFM ;
  • Conduct the comprehensive study using the tools and methods developed ;
  • Compile, analyze and validate the data collected for the study and produce an analytical report ;
  • Provide overall recommendations on the best practices in fertilizer sector ;
  • Present to AfDB, the preliminary results of the study ;
  • Produce a final detailed and comprehensive report in English.

With the performance of these activities, the consultant is expected to deliver i) an Inception report detailing the methodology, sampling and the process for the study; ii) a Preliminary report; and iii) a Final report of the study.

The assignment will be supervised by the AFFM Coordinator.

The consultant is expected to have an intensive experience and knowledge of Mali agriculture sector and more particularly fertilizer sector. The following minimum qualifications are required:

  • The Consultant must hold at least a Masters’ degree in Agriculture, Agribusiness or any other related field ;
  • The consultant must possess wide experience in Agriculture (at least ten years relevant professional experience), most preferably with a broad knowledge of fertilizer value chain  ;
  • Have a demonstrable experience in doing studies, and knowledge in business development ;
  • The candidate must have the ability to produce well researched documents and have ability to write and communicate in one of the Bank’s two official languages of English or French, ability to use both will constitute an added advantage.
