The African Peer Review Mechanism has received financing from the African Development Bank toward the cost of the African Peer Review Mechanism Institutional Support Project, and intends to apply part of the agreed amount for this grant as payments towards the contract for a Finance Specialist.
The assignment includes: (i) setting up the financial system; (ii) implementing sound accounting systems, maintaining up to date project accounts, day-to-day administration of project funds and ensuring their conformity to the administrative and financial requirements and procedures of the financial and accounting procedure manual of the project; (iii) preparation of annual and quarterly financial reports iv) ensure timely preparation of disbursement requests; and (v) building the financial management capacity of the project implementation team in order to ensure long-term sustainability of the project outcomes. The duration of the consultancy assignment is eight (8) calendar months, to be delivered over a one-year period, commencing October, 2018.
The Consultant shall meet the following minimum requirements:
- Master’s degree in Finance, Accounting, Commerce or related field
- Ten (10 ) years experience in Finance, five (5) years of which is in handling financial activities using AfDB (or similar MDBs) finance guidelines;
- Have good knowledge and experience in setting up institutional financial systems and experience in delivering trainings and capacity building programs.
The APRM now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae and certificates, diplomas etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
