- The African Development Bank hereby invites Individual Consultants to indicate their interest in the following Assignment: “Senior Mobile Applications Developer”.
- The Bank is looking for a senior qualified Mobile Applications Developer to lead the design, development and maintenance of Android and iPhone apps. The developer will lead the entire app lifecycle right from concept stage until delivery and post launch support.
In that regard, the services required will include the following:
- Requirements Gathering and Specification: review and document the requirements submitted by the Bank’s users.
- Application/System Design: map the requirements specifications onto application/system design, develop, and provide documentation of processing scenarios.
- Knowledge Transfer: ensure proper knowledge transfer to the Bank’s staff throughout the project implementation period.
- Support after Go-Live: provide onsite/offsite support after the go-live of the developed solutions/systems.
The consultant’s duties will be as follows:
- Design native or cross-platform applications (running on iOS, Android and windows operating system)
- Produce fully functional mobile applications writing clean code
- Gather specific requirements and suggest solutions
- Write unit and UI tests to identify malfunctions
- Troubleshoot and debug to optimize performance
- Design interfaces to improve user experience
- Build prototypes at tech scoping stage of projects
- Working along the web developers to create and maintain a robust framework to support the apps
- Working with the front end developers to build the interface with focus on usability features
- Liaise with Product development team to plan new features
- Use appropriate tools to deploy finished solutions available on a development and staging server.
- Provide guidance and assistance to colleagues in any aspect of program design, creation, testing and documentation.
- Required qualifications and skills:
- At least Master degree or equivalent in computer science, software development.
- Minimum of 5 years’ experience in mobile solutions development.
- Professional Certification on mobile solutions development is desirable.
- Demonstrable portfolio of released applications on the App store or the Android market
- Good skills on: iOS:
- Strong OO design and programming skills
- Strong OO design and programming skills
- Familiar with iOS SDK (UIKit, Cocoa Touch, Core Data, Core Location, etc)
- Familiar with xcode
Android:
- Strong OO design and programming skills in Java (J2EE/ J2ME)
- Familiar with the Android SDK
- Knowledge of SQLite, MySQL or similar database management system
- Excellent troubleshooting and debugging skills
- Experience of working with the AGILE methodology
- Excellent communication skills, oral, written and presentation.
- The Corporate Information Technology Services Department (CHIS) invites Individual Consultants to indicate their interest in providing the above-described services. Interested Consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc.).
- The eligibility criteria, the establishment of a short list and the selection procedures shall be in conformity with the Bank’s procedures for the acquisition of consulting services funded by the administrative or capital expenditure. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
- The estimated duration of services is six (06) months according to the schedule below and the estimated starting date is 15th November, 2018.
- Interested Individual Consultants may obtain further information at the address below during the Bank’s working hours: from 08:00 to 17:00 hours, Abidjan Local Time.
- Expressions of interest must be received by email at the address below no later than Wednesday, 31 October 2018 at 17:00 hours, Abidjan local time and specifically mentioning “Senior Mobile Applications Developer”.

- ESTABLISHMENT OF THE SHORT LIST
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
