  3. Financial proposal. The financial proposal shall specify a total lump sum amount per each deliverable, including any travel, per diem and administrative fees, based on the template in Annex.

The lump sum costs must be accompanied by a detailed breakdown of costs calculation.

All applications must include (as an attachment) the CV and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further processing.

Background :

The UN Entity on Gender Equality and the Empowerment of Women (UN Women) was established by General Assembly Resolution 64/289 and became operational on 01 January 2011. Its vision is a world where women and men have equal opportunities and capacities, where women are empowered and where principles of gender equality are firmly embedded in all efforts to advance development, peace and security. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality.

UN Women has been supporting gender equality and women’s issues in Liberia since 2007. The UN Women Liberia is developing its Strategic Note (SN) and Plan, spanning 2020-2024 to further strengthen its mandate and functions in the country to meet the transforming ‘2030 Agenda’ for Sustainable Development, following the principles of leaving no-one behind.

The SN is a forward-looking programmatic document that will translate UN Women Liberia’s Strategic Plan (2020-2024) to the country context and priorities, including the Liberia United Nations Partnership Framework (LUNPF), 2020-2024.  The SN will outline the overall strategy and plan of action for the Liberia Country Office for the next four-years and will include a Development Results Framework (DRF) and an Organizational Effectiveness and Efficiency Framework (OEEF) with expected results and targets/indicators/baselines.

In distinguishing this SP from its predecessor, the new Plan will be strongly aligned with the 2030 Agenda in that it will build on the lessons learnt in the last few years and demonstrates UN Women’s contribution to the Agenda’s implementation in Liberia. It will take forward UN Women’s central role in supporting other normative agreements, most notably the implementation of the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), Security Council Resolutions on Women, Peace and Security and the Beijing Platform for Action (BPFA) and follow the principles of leaving no one behind.

Secondly, the Plan will also take forward the lessons of the Current Plan (AWP-2019), clearly identifying UN Women’s added value. It will articulate the difference that UN Women makes in girls’ and women’s lives, with a particular focus on those at risk of being left behind. It will include focus on change that lasts, initiatives that it can replicate and scale, and tangible results. It will leverage innovation such as ICTs, wherever possible.

Thirdly, the Plan will capitalize on UN Women’s triple mandate of normative support, UN coordination and operational activities. UN Women will take full advantage of these unique opportunities so that it can play a key role in promoting UN coherence, synergy and the concept of one UN, breaking the silos between development, humanitarian-action and peace and security.

UN Women will also strengthen the linkages between results and resources, including a more streamlined results framework linked to realistic resource level estimates. These objectives are fully aligned with the guidance of the Quadrennial Comprehensive Policy Review (QCPR).

UN Women will continue to work with the Host Government, counterparts in the UN system and development partners, as well as with civil society (including UN Women Liberia’s Civil Society Advisory Group) and a growing body of non-traditional partners (such as religious and traditional leaders, youth, media agencies, the private and corporate sectors and social influencers).

UN Women Liberia is seeking to recruit an International Consultant to support the Strategic Note (SN) and AWP preparation process. The consultant will report directly to the Deputy Country Representative.
