Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction :

The position will be located in the ILO Regional Office for Africa (ROAF) in Abidjan, Côte d’Ivoire . The ROAF has overall political and management responsibilities for the promotion of ILO principles, policies and decent work priorities in the region as well as provides strategic guidance and support to all Country Offices (COs) and Decent Work Technical Support Teams (DWTs) in Africa. Furthermore, the ROAF is responsible for promoting collaboration on decent work issues with continental institutions like the African Union, African Development Bank and United Nations Economic Commission for Africa. The main objectives of the ILO in Africa are to promote rights at work, encourage decent employment opportunities, promote Labour Migration Governance and Labour Market Information Systems, enhance social protection and strengthen dialogue on work-related issues. In 2019, the International Labour Organization – the oldest UN specialized agency – celebrates its 100th anniversary.

Africa’s population is rising the fastest. The pressure to provide decent work opportunities for new labour market entrants will be particularly acute in Africa. The ILO in the region has given priority to promoting employment in the rural and informal economies, and underscored the need for action to tackle youth unemployment. Building the capacity of its constituents to contribute more effectively to the achievement of equitable and inclusive growth is a major urgency.

The Communication Officer will work on the project “Accelerating action for the elimination of child labour in supply chains in Africa”. The project has the overarching goal to accelerate the elimination of child labour in Africa, through targeted actions in selected supply chains in Côte d’Ivoire, Egypt, Malawi, Mali, Nigeria and Uganda. To achieve this goal, the project has identified four inter-related components (i.e. three outcomes and one cross-cutting knowledge component). The project will work on a) public policy and good governance; b) empowerment and representation, and c) partnership and knowledge sharing among global supply chain actors working in Africa. In addition, the project will be supported by continuous research and identification of good practices from the project implementation and from other sources. Gender is considered as cross-cutting theme; all outcomes will address gender-strategic needs.

Within the policy and procedural requirements established by the ILO, the Communication Officer will be responsible for the overall communication and advocacy of the project, including the development of communication and advocacy material, social media strategy, development of tools and creation/posting of content communication and advocacy platforms, and others.


Reporting lines :

The Communication Officer will report to the Chief Technical Advisor (CTA) of the project and will work under general supervision of the Deputy Regional Director for Africa.

The position will receive technical support from FUNDAMENTALS’s Advocacy and Partnership Unit and ROAFs Senior Communication Officer and will coordinate closely with Communication focal persons based in ILO Decent Work Teams and ILO Country Offices across Africa.


Main duties and responsibilities :

  • Propose, develop and coordinate awareness raising campaigns using social media and data driven techniques aimed at achieving Sustainable Development Goal Target 8.7, which calls for ending all child labour by 2025 and forced labour, modern slavery and human trafficking by 2030 ;
  • Propose, draft and implement communication strategies and plans for initiatives, including projects, campaigns, and events. This work will involve developing and implementing communication strategies, messaging, audience targeting and analysis using social media and data driven techniques, such as infographics and data visualizations, application programming interfaces and other open data efforts, working with IT specialists and supervising the delivery of such products ;
  • Work with and oversee the work of consultants and external companies, managing the delivery of multi-media communication products and services and ensure that ILO’s branding and public messaging about its mandate and programs is consistent across countries covered ;
  • Support the project management and national project coordinators to develop effective media relations by designing and developing practical templates ;
  • Produce information materials for awareness raising campaigns on child labour and other fundamental principles and rights at work, including brochures, flyers, fact sheets, feature articles, Q & A’s for the media and other target audiences in English and French. Coordinate the translation and production of these materials in other languages and ensure that they are adapted appropriately to the local context ;
  • Edit and upload content to the project Facebook Page and manage a dedicated Twitter account ;
  • Provide strategic input relating to the staging of exhibitions and other events ;
  • Monitor press in electronic and print format and bring relevant issues to the attention of the project CTA and the Regional Office for Africa ;
  • Organize awareness raising activities on child labour through seminars, meetings, and joint events, with constituents, academic institutions, media representatives and other concerned parties with a special focus on Alliance 8.7, a global multi-stakeholder initiative ;
  • Respond to direct or indirect requests for information about the project, the work of FUNDAMENTALS and Alliance 8.7 and promote better understanding of their objectives and activities by drafting accessible information materials for consumption by the public ;
  • Provide assistance to support the annual World Day Against Child Labour and its regional events by contributing to the drafting news and social media articles, revising and editing information materials and organizing coverage in social media ;
  • Organize training for journalists on better reporting on child labour to ensure accurate information, a shared understanding of main concepts and conventions as well as increasing quality and quantity of content produced on the issue ;
  • Assist with proofreading of texts and articles produced by the project ;
  • Any other relevant duties requested by the Regional Director for Africa.


Required qualifications :

Education :

First level university degree in social science, communications, journalism, international studies or other relevant field.

Experience :

Over five years of professional experience in communications, public information, or related fields of work at the national level, or three years at the international level managing communications campaigns on issues related to child labour / child rights / human rights

Languages :

Excellent command of oral and written English and French.


Competencies :

  • Good knowledge of the organization’s mandate and its programme of activities ;
  • Excellent track record in implementing strategic communication, including engaging with international media and designing and executing advocacy campaigns on child labour and/or forced labour or human trafficking ;
  • Excellent written and oral communication skills, and ability to translate technical findings for consumption by a wide public ;
  • Ability to deal with international media, including preparing for and doing media interviews, preparing press releases and ensuring media attention ;
  • Ability to analyse complex information from different sources and to synthesise this information into coherent briefs and communication documents in appropriate style and use traditional and new media channels for distribution ;
  • Ability to deal with discretion on sensitive issues such as child labour, forced labour and/or human trafficking, respond positively to challenges and find creative and innovative solutions to problems ;
  • Ability to work under pressure ;
  • Proactive approach to meeting deadlines and delivering results with limited supervision ;
  • Excellent interpersonal skills to facilitate work with a wide range of individuals and groups from culturally diverse publics; ability to use tact, diplomacy and persuasiveness ;
  • Ability to develop training materials and conduct training courses ;
  • Ability to work autonomously under broad guidance as well as a member of a team ;
  • Good knowledge of computer applications for information collection, management and dissemination ;
  • Ability to evaluate information needs and to provide appropriate and targeted information accordingly. Ability to adapt message to culturally diverse audiences ;
  • Knowledge of audio/visual production techniques and methods ;
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Conditions of employment :

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
