In Niger, Save the Children International works with state services, NGOs and national and international institutions, local structures and communities in the regions of Niger. Maradi, Zinder, Diffa and Niamey. Our programs are focused on the areas of Health, Nutrition, Food Security and Means of Existence, Child Protection and Education.

Title : Community Health Field Coordinator, Breakthrough ACTION/Sahel

Location : Maradi, Niger

 

Role purpose :

Under the umbrella of the global USAID-funded Breakthrough ACTION SBC project, USAID/Sahel intends to invest in Breakthrough-ACTION over four years to achieve improved health, family planning, and nutrition outcomes among populations in select regions of Burkina Faso and Niger. The resulting program will comprise an important element of RISE II, a new suite of USAID development and humanitarian assistance projects and activities to be managed collectively by USAID/Sahel, USAID/Food for Peace, USAID/West Africa, and the USAID field offices in Burkina Faso and Niger. RISE II will also include forthcoming health service delivery and development food security (DFSA) activities managed by USAID/Sahel and USAID/Food for Peace, respectively.

It is anticipated that activities in Niger will comprise approximately 2/3 of the total project budget, with activities in Burkina Faso comprising the remaining 1/3.

Many of the development challenges that prevail in the Sahel are driven in large part by behaviors pertaining to health and nutrition; sanitation; agriculture and other livelihoods; and civic engagement, and the underlying normative drivers of these behaviors. While USAID has long invested in demand-side activities to address these challenges, assessments of RISE I projects indicated that activities were fragmented and failed to consistently reflect proven practices in design and implementation. USAID/Sahel expects that investing in a single, specialized mechanism will shape and streamline SBC activities across RISE II, reducing redundancy and enhancing impact.

 

Child safeguarding :

Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

Scope of role :

Reports to : COP Breakthrough ACTION Sahel and to the Capacity Strengthening Advisor based in Niger.

 

Role Dimensions :

  • Supports the design of the technical assistance needed in community engagement and social and behavior change, in close collaboration with relevant technical staff and the B/A Sahel COP and key staff ;
  • Monitors implementation of the project’s health community engagement technical assistance activities, in collaboration with regional B/A Sahel staff ;
  • Collaborates with the MOH at the regional and district level to implement community level interventions to increase provider services and end-user uptake of health services ;
  • Contributes to the development of annual work plans and budgets, training plans, quarterly reports and other reports as needed ;
  • Ensures the timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines ;
  • Maintains regular collaboration/communication with the B/A HQ Country Support Team (CST) and in-country B/A team members.

Qualifications :

  • Masters-level degree in Public Health, Development, Social Science, Communication, or another relevant field ;
  • 10+ years of professional experience working on social and behavior change or strengthening community systems to improve health service availability, utilization and demand of services ;
  • Demonstrated ability to work within a multi-faceted health development program in collaboration with MOH staff ;
  • Familiarity and relevant work experience with evidence-based health interventions and best practices, specifically at the community level ;
  • Familiarity working on USAID programs and with multilateral agencies, academic institutions, and health Civil Society Organizations ;
  • Strong knowledge of community-level prevention and control approaches and significant experience in design and implementation of activities promoting citizen engagement and health service demand; Strong organizational and interpersonal skills and ability to work in a large team-oriented setting ;
  • Strong experience with Microsoft Office applications ;
  • Excellent oral and written communication skills in English and French required ;
  • Highly organized and able to work successfully in a team that is geographically dispersed ;
  • Ability to travel as needed for meetings and to other project provinces ;
  • Proven track record managing small project teams, working as a team player, and fostering team work.
