Job description

Title : Programme Manager – Norad Framework Programme, Somalia – Somalia/Somaliland Country Office

Role Purpose :

The NORAD Framework Programme is a partnership programme with Save the Children International, Somalia Country Office and Save the Children Norway. The programme has a five years’ duration starting from January 2019 and will be implemented in Puntland, Galmudug and Banadir region. The overall development goal of the programme is to contribute to the realization of children’s survival, development, protection, and participation and non-discrimination rights of children, including children with disability, in Somalia through achieving specific outcomes in the area of Education, Disaster Risk Reduction, Child Protection and Child Rights Governance. Partnership with government and local partners and civil society organizat ions in implementation of the programme is one of the key strategies.

Save the Children Somalia Country Office seeks to recruit an experienced Programme Manager to primarily lead and manage the project cycle (planning, implementation, monitoring, reporting, evaluation etc.) of the project, provide strategic and operational oversight support to programme team and partners in implementing the programme effectively and efficiently.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Contract Duration : 2 years with possibility for extension

Location : Somalia

 

Qualifications and Experience :

Post-graduate degree in development management, education planning and management, social works or a related field with training in project planning and management techniques.

Essential :

  • At least 8 years’ relevant experience at a senior level of programme/project management particularly managing integrated programmes focused on education, child protection, child rights governance, health and nutrition ;
  • Knowledge of current global, regional and country level debates on resilience, quality education and governance ;
  • Proven experience of managing successful, high quality, innovative and cost-effective programmes/projects in fragile and insecure environments with international organisations ;
  • Proven experience and skills in participatory approaches for designing, implementing and monitoring with communities and children ;
  • Experience of working in partnership with local civil society organisation, national governments etc. in general and building capacity of partners in particular ;
  • Strong competence in project management skills particularly in planning, coordination, monitoring and writing high quality reports ;
  • Ability to extensively travel for project monitoring and provide on-site technical and operational support to field teams ;
  • High level of interpersonal and communication skills including influencing, negotiation, steering and coaching ;
  • High level of cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures ;
  • Knowledge of child rights in general and application of child rights programming in practice ;
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies ;
  • Fluency in English, both verbal and written, required ;
  • Work experience in Somalia is a plus ;
  • Fluency of Somali Language and knowledge of the culture is an asset ;
  • Commitment to and understanding of Save the Children International’s aims, values and principles.
