Location : Raja (with frequent travels to Juba)

Duration : 12 months

Start date : 20 March 2020

About the mission :

SI has started to implement its humanitarian response in South Sudan in 2006. Its long lasting presence has contributed to build a wealth of experience in WASH and FSL assessments, implementation and accountability to beneficiaries. In December 2013, SI became a key WASH actor for IDPs in the PoC of Malakal and implemented construction and maintenance of sanitation facilities, waste management and hygiene promotion activities. Following the displacement from Wau Shilluk, SI is also present in Aburoc since 2017 and was one of the very first actors on the ground to implement WaSH activities, and is currently the WaSH site focal point for the cluster.

SI has also implemented food security activities in South Sudan; piloting large-scale unconditional cash transfers amongst IDPs and host communities in Upper Nile State, as well as seeds distribution in Malakal.

In 2017, SI opened a base in Raja, Western Bahr el Ghazal, where SI has been implementing WASH in Health as well as Food Security and Livelihoods programmes in partnership with ALIMA, notably under OFDA, GIZ and SSHF grants. Thanks to these interventions, SI has managed to reach some of the remote locations in Raja such as Timsaha and Boro Medina, giving a good experience in dealing with the different actors in the area.

Furthermore, since October 2018, SI is implementing a WaSH response for Ebola and Cholera preparedness in Nimule and Juba, especially through IPC WASH and WaSH in Health interventions.

Finally, SI is implementing RRM programs since 2012 in many different settings with various interventions, allowing SI to develop deep knowledge and understanding of the different challenges South Sudan is facing.

The main axis of SI’s country strategy are as follows:

  • Preparedness and response to acute multisectoral needs, through an integrated approach ;
  • Improvement of the basic services in light of the movements of population and creation of “livelihood” opportunities ;
  • The overall budget of the South Sudan mission is circa 2 million USD.

About the job :

Reporting to the Country Director in Juba, the Field Coordinator oversees SI’s interventions in the area and as such his/her responsibilities include :

  • Context and security management : Analyzing the context and overseeing the security of all staffs in collaboration with his/ her Head of mission ;
  • External representation : engage with the communities, partners, clusters, and all key stakeholders ;
  • Strategy and program’ implementation: Developing a regional strategy according to the geopolitical and humanitarian context, and ensuring its implementation once validated ;
  • Ensuring quality and timely delivery of assistance, and that programs are carried out in accordance with defined standards and procedures ;
  • Mobilizing the material and financial resources necessary for programs to run smoothly, and supervises resource management ;
  • Direct HR management of the program and support team ;
  • Oversee all aspects of base management; logistics, administration etc.

Main priorities for the next months :

  1. Coordination with local authorities /acceptance ;
  2. Implementation of 3 programs in same time ;
  3. Follow up the integration of 2 newly recruited PM ;
  4. Coordination with team / team building ;
  5. Implementation of SOP.

Profil :

Experience :

  • Master’s Degree or equivalent in related sectors ;
  • Previous experiences as a Field Coordinator in remote and unsecure areas ;
  • Ability to develop a strong understanding of the context ;
  • Proven experience in conflict/post-conflict contexts and insecure environments, with consequent experience in supporting emergency response or early recovery ;
  • Previous experience in South Sudan is a strong asset.

Skills :

  • Successful experience in management of multicultural teams ;
  • Ability to handle relations with SOLIDARITÉS INTERNATIONAL ’s partners and develops new partnerships ;
  • Successful experience in managing multi-sector programs especially WASH, Food Security & Livelihoods and cash-based interventions ;
  • Excellent organizational and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time ;
  • Demonstrates adaptability and flexibility, reliability and solidity, discernment and initiative ;
  • Strong resilience and resistance to stress, difficult living and working conditions  ;
  • Ability to set up and orientate coordination mechanism in an operational way ;
  • Knowledge of SOLIDARITES INTERNATIONAL’s field of expertise and specific tools would be a strong asset ;
  • Ability to prior tasks and manage a large scope of work.

Language :

  • Fluent English (written, spoken and read), essential for writing reports and for external coordination ;
  • Knowledge of French and/or Arabic is an asset.

Computer skills :

  • General computer literacy ;
  • Proficiency in Microsoft Office Suite, working knowledge of spread sheet and database management.

Si will offer you :

  • Salaried position : A salaried post: from 2860 euros gross per month (including 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 USD ;
  • SI also covers accommodation costs (SI guesthouse) and travel expenses between the expatriate’s country of origin and the place of assignment ;
  • R&R : During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 months (with 850 USD allocated by SI). To these break periods, it is necessary to add the granting of 1 additional rest day per month worked (i.e. 12 days in addition for a 1-year contract) ;
  • Social and medical cover : Expatriates benefit from an insurance package, which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions and security :

General environement and living conditions : Juba is the State capital, situated just north of the equator and is subject to very hot and humid weather. During the hot season (November to May), temperatures can reach up to the forties. The rainy season lasts about 5 months from May to October, but temperatures remain quite high.

In Juba : There are three large markets and some supermarkets that cater for most needs with quality meat, vegetables and cheese now being available. However, it is important to bear in mind that the cost of food in Juba is very expensive and eating out can be expensive with prices ranging from $8-30 for a main meal. However, the variety of restaurants is excellent with every taste being catered for. There are many riverside bars on the banks of the Nile. There’s numerous NGOs based in Juba and the social life is very lively, with sport sessions, movies, parties, etc.

In Juba, there is 1 guest house: 10 bedrooms and internet access and with bathroom for most of them, a kitchen, a tukul, and a lot of space outside. The office is located just in front of the GH (but well separated with a wall). When city power is not available we rely on generators (until mid-night) or backup batteries system for power.

In Raja : SI base opened in 2017 in Raja. SI has it own compound but might host another NGO for programmatic purposes (Nonviolence peaceforce – NP, protection partner for the planned ECHO consortium). The security is calm, but Raja is a very remoted area (1 flight per week to Wau or 8 hours by road to Wau) and there are not many NGO with a permanent presence in Raja (only ALIMA).

In Raja, SI premises in Raja is a large compound (with a vegetable garden). One main building includes the accommodation and living areas (bedrooms for expats and delocalised staff, kitchen, bathroom) and the office rooms and stock rooms. As mentioned above, the social life in Raja is pretty poor: there is only ALIMA with a full presence in town. However, some NGO staff from other NGO/agencies are coming quite often to Raja (FAO, WFP, etc.) and SI will host NP expats (2-3) for the implementation of ECHO project (depending on funding).

Security :

There is an internal curfew from 9/10 PM (depending on the zones) till 7:00 AM in Juba and from 6:00 PM till 6:00 AM in the field for the time being.

In Juba : Beside the current security risks associated to the negotiation of the peace agreement, the main security risk in Juba is robbery and police checks at night. It is possible to walk in the streets during the day (2 people minimum), providing avoiding some places in town. There’s a night driver for movements out of office hours.

In Raja : The security situation remains calm in all Raja county. However, with the on-going negotiations and with the potential signature of the peace agreement, the tensions might raise again and the security remains very volatile (armed groups are still present in Raja county).

Security rules might be revised according to the new situation.
