The conflict between Northern and Southern Sudan is known as the longest war in Africa. Six and half years after the signing of the Comprehensive Peace Agreement (CPA) in Nairobi in January 2005, South Sudan became the youngest country in the World on July 9th 2011, after a referendum.

In 2013, South Sudan plunged into warfare two years after its independence from Sudan as a political dispute between President Kiir and then vice-president Riek Machar erupted into armed conflict. A peace agreement was signed in Ethiopia in August 2015 but fell apart a year later after clashes broke out between government forces and rebels.

In August 2018, another peace agreement was reached between President Salva Kiir and main rebel groups, reinstating Machar as Vice President. Sustainability of the agreement will be critical for the future of the country.

Up to 300,000 (even more) people are estimated to have been killed in the war. More than 4 million people have been displaced in a country of 12 million, with about 2 million internally displaced and about 2.1 million having fled to neighboring countries (Kenya, Sudan, Uganda, DRC…). Almost 7.1 million people are food insecure in the country.

As a consequence, to these massive movement of population and of the economic crisis, South Sudan is facing one of the more severe food crisis in the world. The magnitude of the food insecure populations is unprecedented across all periods in South Sudan. According to the FSNMS report of VAM/WFP more than two thirds (67%) of the households across the country are facing moderate to severe food insecurity. Access to safe water and sanitation for displaced populations remains very challenging. Finally, the health situation remains one of the worst in the world. The conflict resulted in disruption of essential primary and secondary health services, and the basic services delivery remains extremely limited in several areas. Cholera, measles, guinea worm and malaria are rife.

 

SI mission in SOUTH SUDAN :

Since 2007, SI has been aiming at mitigating the impact of conflict, epidemics and economic crisis faced by South Sudan people. The 2018-2020 strategy aims at taking aid further by pushing access to under-served areas where possible, while scaling up lifesaving, recovery and resilience activities in current operational areas.

Currently SI currently supporting South Sudan population with WASH and FSL programs in Juba, in Upper Nile (Malakal, Aburoc) and Western Bahr El Ghazal (Raja). The overall budget of the mission is circa 3 million USD.

The main axis of SI’s country strategy are as follows :

  • Address the most urgent needs of conflict, epidemic (including cholera) and natural disaster affected population ;
  • Contribute to strengthening the resilience capacities of agro and agro pastoral communities affected by conflict and climate events ;
  • Contribute to reducing the prevalence of water borne diseases and malnutrition through integrated WaSH in camp (formal/informal), WaSH in health and WaSH in nutrition approaches in rural and urban settings ;
  • Challenge common approaches to hygiene promotion and sanitation and pilot innovative methodologies and technologies, through research studies, and partnerships with academic institutions; study the impact of humanitarian interventions on cholera prevalence.

About the job :

Reporting to the Country Director, the program coordinator oversees the design, implementation, monitoring and evaluation of all SI programs in country, ensuring the quality & relevance of the response deployed and the constant adjustments to the context and needs.

Priorities for the next 2-3 months include :

  • Develop 2019 Programming: Based on SI country strategy, be a driving force to assess uncover needs, to build an accurate response, explore potential partnerships and support the CD with building the 2019 programming. Then lead proposal development, support the CD with fundraising ;
  • Quality: Provide technical guidance to the program team, including by building up the capacities of the program team ;
  • External representation: attend relevant technical forums and working group and donors meetings.

Main tasks include :

Strategy & Programming :

  • Contributes to the development of evidence-based programmes and to the establishment of a multi-year country strategy in line with SI’s approach and priorities ;
  • Support the Country Director in the context analysis and identification of potential gaps and uncovered needs in country. Suggest, organize and supervise assessment missions.

Quality & Relevance :

  • Support the program managers in setting up a technical approach and assessing the financial, human, and logistical resources to be mobilized ;
  • Approve the technical approaches and aspects of projects ;
  • Ensure that all programs implemented are aligned with Solidarités International annual operational strategy, technical requirements, and donor compliance requirements ;
  • Streamline SI guidelines, procedures and tools and develop trainings for the program team as needed ;
  • Support donor reporting to ensure quality, relevance and evidence-based information.

Technical guidance :

  • Provide a technical and methodological support to program managers for the planning and implementation of programs, streamlining SI approaches and tools ;
  • Ensure that a monitoring plan is established and followed-up ;
  • With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…).

Reporting & External Representation :

  • Ensure representation of SI and active contribution in all relevant forums and working groups in country ;
  • Oversee the internal/external donor reporting for the programme aspects.

Your profil :

  • Previous experience in a similar position required ;
  • Past experiences in managing WASH or FSL programs highly valued ;
  • Demonstrated experience in program design and strategic planning ;
  • Experience in working with a wide range of donors and good knowledge of procedures & guidelines ;
  • Problem solving and coordination skills ;
  • Flexibility, ability to work under pressure and with tight deadlines ;
  • Good representation skills ;
  • Ability to work in insecure, conflict and stressful condition and under tight security protocols.

Si will offer you :

  • A salaried position: starting from 2640 euros gross per month (basic salary plus paid leaves) depending on seniority, and a monthly Per Diem of 700 USD ;
  • R&R: during the assignment, a system of R&R is implemented every three months, with 7 days R&R and a financial contribution of 750 USD by SI. 2 weeks R&R and a ticket back home covered by SI after 6 months of contract ;
  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded ;
