Position Summary:

MSI is seeking a Chief of Party (COP) for an anticipated USAID/OTI-funded, small grants focused project in Chad. The COP will be responsible for providing overall leadership and management of the program, in addition to administrative, financial and technical oversight. S/he will be responsible for ensuring the completion of all tasks and objectives designated by USAID/OTI. The COP will lead the overall management of relationships with USAID/OTI’s Country Representative (CR) and Deputy Country Representative (DCR). The Chief of Party will be MSI’s primary representative in the field and must be capable of representing MSI effectively to USAID/OTI, the Government of Chad and other stakeholders. He/she will ensure compliance with all terms of the project contract and all relevant USAID and USG rules and regulations. The COP will also take the lead in coordinating with appropriate ministries, local government authorities, and local implementing partners.

Responsibilities:

  • Work with the USAID/OTI CR and DCRs on key decisions and problem-solving to ensure program continuity.
  • Financial and program management, oversight, and reporting of contractor progress and quality of performance in meeting the activity undertakings in this program.
  • Supervise activity design, implementation, management, monitoring, evaluation, and activity closing under the guidance of the USAID/OTI Country Representative.
  • Assure professional quality and timeliness of all written and oral products and reports produced by the project for USAID/OTI or other stakeholders as may be required.
  • Responsibility for final delivery of all project results to USAID on time and within budget.
  • Supervise the DCOP, finance manager, grants manager, and other project staff.

Qualifications:

  • Master’s degree in international development, political science, international relations, public/business administration or relevant field.
  • Ten (10) years of experience leading the implementation and management of large international development projects in the areas of democracy and governance or countering violent extremism.
  • A minimum of eight (8) years of experience supervising complex, high-speed and challenging field operations in developing countries.
  • Professional experience in Chad or the Sahel preferred.
  • Experience working in a fragile or transitional state environment preferred.
  • Experience with grants and procurement management.
  • Strong leadership and communication skills and ability to manage and be flexible in difficult and challenging circumstances; prior COP experience preferred.
  • Experience with programs that provide quick delivery of assistance in response to emerging windows of opportunity.
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up under limited time constraints as well as program close-out.
  • Experience in the hiring, training and supervising of host country local personnel and ensuring,
  • Familiarity with USAID/OTI rules and regulations (ADS, FAR).
  • Fluency in written and oral English and French.
